Job Description and Duties

Under the general direction of the Director, Administration (CEA B), the Chief of Management Services Section (Manager II) is responsible for directing and managing the Personnel Office, the Business Services Office, and the Management Analysis and Training Office. In addition, this position functions as the Department's, Labor Relations Officer, Equal Employment Opportunity Officer, and Business Services Officer in support of the STO and the Boards, Commissions, and Authorities (BCAs); provides advice and expert consultation to top-level management on all personnel, business services, training and management analysis matters; and undertakes the most complex and sensitive assignments relating to personnel, business services, and management analysis. Reports directly to the State Treasurer and Chief Deputy State Treasurer in the capacity as the EEO Officer.

Department Information

The State Treasurer's Office is a small department located in the historical Unruh Building at 915 Capitol Mall, close to the State Capitol, public transportation and with parking garage options nearby. The building is adjacent to the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. The neighborhood around the building is filled with endless dining options, coffee shops, fitness clubs and conveniences like corner stores, etc.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience leading and managing multidisciplinary teams in human resources, labor relations, business services, training, administrative operations, or related functions.
  • Demonstrated knowledge of California civil service laws, rules, regulations, and collective bargaining agreements, with experience interpreting and applying state laws, policies, and Memoranda of Understanding (MOUs) to effectively resolve complex personnel and labor relations issues.
  • Demonstrated experience advising executive leadership on complex personnel, operational, organizational, and policy issues, with a proven ability to develop, implement, and evaluate policies, procedures, and strategic initiatives that drive organizational effectiveness, improve service delivery, and advance agency objectives.
  • Experience leading organizational change, managing competing priorities, and delivering results in a fast-paced environment with changing business needs and deadlines.
  • Strong analytical and problem-solving skills, with the ability to exercise sound judgment and make timely decisions on sensitive and complex issues.
  • Excellent written and verbal communication skills, including experience presenting information and recommendations to executives, managers, employees, control agencies, and external stakeholders.
  • Demonstrated ability to establish and maintain collaborative working relationships with internal and external stakeholders, including executive leadership, control agencies, labor organizations, and program partners.
  • Experience representing an organization in negotiations, labor-management meetings, grievance resolution, investigations, or other sensitive employee relations matters.
