I. JOB SUMMARY
Performs moderately complex managerial work administering the daily operations and activities of the Commissary and Trust Fund. Work involves establishing program goals and objective; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under general supervision with limited latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Manages and participates in the planning, organization, and coordination of Commissary and Trust Fund program activities to include unit commissary operations, commissary warehousing, and distribution operations; establishes program goals and objectives and performance measures; and develops and oversees the development and implementation of commissary and warehousing policies, procedures, rules, and regulations.
B. Develops and implements techniques for evaluating program operations; oversees the review and evaluation of commissary, trust fund, warehousing, and distribution practices and programs; and monitors compliance with policies and procedures.
C. Provides liaison with the commissary director and departmental employees, local, state, and federal agencies and community organizations; consults with public and private agencies and field offices involved in commissary, trust fund, warehousing, and distribution programs to resolve problems; provides consultative services and technical assistance in the program area; oversees the technical guidance provided by program staff; and communicates departmental and agency objectives, tasks, and decisions to program staff.
D. Oversees the preparation of and evaluates budget requests; and oversees the preparation of correspondence, program management, and productivity reports and studies.
E. Supervises the work of others.
III. MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Accounting, Finance, Business Administration, Criminal Justice, or a related field preferred. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
2. Eight years full-time, wage-earning program administration, inventory management, auditing, or financial operations experience.
3. Three years full-time, wage-earning computer operations experience.
4. Four years full-time, wage-earning experience in the supervision of employees.
5. Auditing experience preferred.
6. Criminal justice experience preferred.
B. Knowledge and Skills
1. Knowledge of the principles and practices of program administration and management.
2. Knowledge of the generally accepted auditing and accounting standards, principles, and techniques.
3. Knowledge of local, state, and federal laws, rules, regulations, and statutes relevant to the program areas.
4. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
5. Skill to communicate ideas and instructions clearly and concisely.
6. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
7. Skill to interpret and apply rules, regulations, policies, and procedures.
8. Skill to review technical data and prepare technical reports.
9. Skill in administrative problem-solving techniques.
10. Skill in the use of computers and related equipment in a stand-alone or local area network environment.
11. Skill in public address.
12. Skill to oversee program activities.
13. Skill to supervise the work of others.
IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
