ensures that logistics and procurement services are delivered efficiently and in compliance with IFRC policies to support humanitarian programs and operations.
Job Purpose
The
Manager, Logistics & Procurement
is responsible for leading and managing all logistics and procurement functions of the IFRC Pakistan Delegation, ensuring efficient, transparent, and cost-effective supply chain operations.

The role works closely with the
Pakistan Red Crescent Society (PRCS)
and IFRC regional supply chain teams to strengthen logistics systems and support humanitarian operations.
Job Duties And Responsibilities
This role carries both
coordination and management responsibilities
. The Manager will coordinate country-level logistics and procurement service provision in collaboration with the National Society (NS) and under the technical guidance of the IFRC Regional Supply Chain / Logistics Unit. The primary objective of working with the National Society is to strengthen skills, systems, and operational capacity in line with the
National Society Logistics Development (NSLD)
approach, enabling the National Society to progressively manage and sustain country-level logistics functions in support of Red Cross and Red Crescent humanitarian operations.
The role is also responsible for the direct management and oversight of IFRC logistics and procurement activities within the Pakistan Delegation and carries accountability for IFRC logistics assets and operational resources at the country level. The position therefore requires strong leadership, teamwork, training, and project management capabilities, as well as solid technical expertise in supply chain management.
Key Duties And Responsibilities
Logistics Management and Coordination

Lead and manage the overall logistics operations of the IFRC Pakistan Delegation.

Ensure logistics services are delivered in accordance with IFRC policies, procedures, and standards.

Develop and implement logistics strategies aligned with programme and operational requirements.

Assess logistics systems, capacity, and structures and recommend improvements.
-
Ensure efficient delivery of goods, equipment, and services to programme locations.
-
Support emergency response logistics planning and implementation.
Procurement Management
-
Lead and oversee all procurement processes in compliance with IFRC Procurement Manual and best practices.
-
Ensure procurement activities are transparent, competitive, and cost-effective.
-
Manage supplier, sourcing, prequalification, developing frameworks and supplier performance monitoring.
-
Maintain a comprehensive supplier database and conduct market assessments.
-
Ensure procurement documentation and records are maintained and audit-ready at all times.
-
Ensure suppliers comply with IFRC policies including anti-fraud, anti-corruption, and ethical procurement standards.

Ensure the use of ERP system to support and manage the supply chain activities.
-
Act as the IFRC observer in Pakistan Red Crescent Society (PRCS) tenders, ensuring IFRC participation and the proper execution of the related procurement tasks.

Support the delivery of training on procurement procedures and operating modalities for IFRC Delegation Office staff and National Society staff, as required.
Job Duties And Responsibilities (continued)
Fleet and Transport Management

Manage IFRC vehicle fleet operations including vehicle allocation, maintenance, fuel management, and driver supervision.

Ensure compliance with IFRC fleet management policies and safety standards.

Coordinate vehicle importation, registration, insurance, and disposal procedures.
-
Ensure efficient transport planning to support programme operations.
-
Ensure timely submission of monthly Fleet Wave reports via the fleet portal and maintain liaison with Fleet Wave on matters related to registered vehicles.
Customs and Importation
-
Oversee customs clearance processes for imported goods and humanitarian cargo.
-
Liaise with relevant government authorities to ensure compliance with national regulations.

Ensure timely clearance, transportation, and receipt of imported goods.
Warehousing and Inventory Management
-
Ensure efficient management of IFRC warehouses and storage facilities.
-
Maintain accurate inventory control systems and stock records.
-
Ensure compliance with IFRC warehouse management standards.
-
Produce regular stock reports and ensure accountability for stored goods.
Coordination and Representation
-
Maintain strong coordination with Pakistan Red Crescent Society (PRCS) logistics counterparts.
-
Represent IFRC logistics in coordination meetings with humanitarian partners, UN agencies, and relevant government authorities when required.

Promote collaboration between logistics and programme teams to ensure effective operational support.
National Society Logistics Development (NSLD)
-
Support the development and strengthening of logistics and supply chain capacities of the Pakistan Red Crescent Society in line with the IFRC National Society Logistics Development (NSLD) framework.
-
Work closely with PRCS logistics counterparts to identify capacity gaps and develop improvement plans.
-
Provide technical guidance, mentoring, and training to strengthen procurement, warehousing, fleet, and supply chain management systems.
-
Facilitate knowledge transfer and promote the adoption of IFRC logistics standards and tools within PRCS.
Sustainable Supply Chain
-
Promote and implement sustainable and environmentally responsible supply chain practices in line with IFRC policies and global commitments.
-
Support the integration of green procurement and environmentally sustainable logistics solutions within IFRC operations.
-
Encourage suppliers to adopt ethical, sustainable, and environmentally responsible practices.
-
Identify opportunities to reduce environmental impact through improved sourcing, transportation, packaging, and energy-efficient logistics operations.
Education
Required

Basic Delegates Training Course or equivalent knowledge

Professional qualification in logistics
Experience
Required
-
10 years experience of a wide variety of logistics roles and activities, including procurement, contracting, transport management, warehouse management, stock control, distribution and convoying, workshop management and customs clearance
-
5 years experience of working for a humanitarian aid organisation in a developing country
-
5 years’ experience in providing logistics services and supply chain management in complex emergencies
-
Experience in delivering and evaluating training
