Job Purpose:

The Manager of Data Quality & Monitoring is responsible for ensuring the accuracy and reliability of data across the Insurance Authority’s systems. This role establishes robust data quality validation frameworks, monitors data integrity in real time, and leads the development of reference data and metadata systems. The position plays a critical role in regulatory compliance, business continuity, and the operational effectiveness of the Insurance Data Hub.
Key Responsibilities and Activities
Operations Management :
Implement the policies, regulations, procedures, and controls so that all relevant procedural/ legislative requirements are met while delivering high-quality and cost-effective results.
Data Quality & Monitoring :
Data Quality Assurance & Validation

Develop and implement automated data validation processes to identify and prevent data errors, inconsistencies, and missing records.

Define and monitor data quality metrics, thresholds, and KPIs through dashboards and reports.

Collaborate with Data Engineering & Storage teams to resolve data integrity issues at the storage level.

Escalate persistent or high-risk data quality issues to Governance, Risk, and Compliance (GRC) and relevant business units, particularly where regulatory reporting is impacted.
Data Monitoring & Issue Resolution

Establish real-time monitoring systems to detect data anomalies, unauthorized changes, and discrepancies.

Implement alerting mechanisms for critical data quality breaches requiring immediate response.

Coordinate with IT and analytics functions to ensure clean, verified datasets are available for operational and strategic use.

Contribute to crisis management efforts by validating datasets and facilitating rollbacks to trusted data sources when needed.

Identify and document root causes of recurring data quality issues affecting reporting or supervisory accuracy.
Compliance & Governance Alignment

Align data quality policies and practices with frameworks defined by the Data Governance Office.

Support audit readiness and regulatory compliance by maintaining validated datasets and documentation.

Maintain up-to-date documentation of data validation rules, historical issues, quality thresholds, and resolution actions.
Reference & Master Data (RMD) Management

Lead the development and implementation of a strategic approach to reference and master data management.

Define and maintain standards, governance policies, and lifecycle procedures for key data domains.

Ensure the integration of reference and master data across systems, including the Insurance Data Hub.

Collaborate with internal stakeholders to harmonize and institutionalize RMD practices.
Metadata and Data Cataloging

Design and execute metadata frameworks to document, organize, and classify data assets within the Insurance Data Hub.

Build and maintain a comprehensive data catalog that improves data discoverability, transparency, and reuse.

Work with technical and business teams to ensure metadata remains up-to-date and aligned with evolving data assets and systems.

Perform other activities as and when required.
Qualifications and Requirements
Knowledge and Experience :
-
8+ years or more of relevant experience in data quality management, metadata, or any relevant field.

Previous experience in in data pipeline tools (e.g., Apache Airflow, Talend), storage platforms (e.g., Hadoop, cloud data lakes), and integration technologies (e.g., APIs, ETL frameworks).

Strong understanding of reference/master data, data cataloging tools, and data quality automation frameworks.

Experience with regulatory or audit environments, particularly in public or financial sectors.

Hands-on knowledge of data monitoring tools, metadata repositories, and data quality metrics.
Education and Certifications
-
Bachelor’s degree in Data Management, Information Systems, Computer Science, or a related field.

Relevant certification is preferred
