Manager of Dispatch

JOB SUMMARY:

The Manager of Dispatch oversees the day-to-day activities of the Dispatch function, which includes implementing department specific policies and procedures, identifying, and implementing operational improvements, and engaging supervisory staff to work together to accomplish goals/objectives. This position will also be responsible for overseeing the grievance process including the investigation, response, and appeal of grievances associated with the Dispatch function.

REPORTS TO: Director of Transportation

SUPERVISES: Dispatchers

SALARY: $75,000 - $80,000 annually (depending on experience)

ESSENTIAL FUNCTIONS:

  • Assigns projects/tasks, ensures adequate resources, and oversees completion.
  • Evaluates performance of subordinates, provides feedback, and creates corrective action plans. Coordinate functional unit hiring and termination decisions with the Director of Transportation.
  • Tracks attendance, time off requests, and ensures the functional unit has adequate coverage.
  • Works with the Dispatch Lead to ensure new hire training is being conducted and evaluates effectiveness.
  • Identifies ad-hoc and routine refresher training needs and coordinates and/or executes training.
  • Develops strategies to review and improve performance outcomes against standardized metrics.
  • Participates on the cross functional On-Time Performance (OTP) review team and implements actions to improve OTP.
  • Maintains relationship with unions including investigating and resolving grievances.
  • Shares lessons learned from ATU grievances with Dispatchers.
  • Ensures that contract provisions and work rules are complied with within Dispatch.
  • Participates in the ad-hoc process between the Company and the Union to discuss and implement work rule changes.
  • Assist the Scheduling Department in ATU Bus Operator pre-pick preparatory actions and coordinate/oversee the pick to ensure successful completion.
  • Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES:

  • Working knowledge of Federal, State, and Local Laws governing transit systems.
  • Proven ability to show discretion in judgment.
  • Strong visual, verbal, and written communication skills.
  • Ability to plan and prioritize to achieve a defined objective.
  • Capable of efficiently handling multiple priorities at any given time.
  • Detail-oriented.
  • Ability to establish and maintain effective working relationships.
  • Ability to drive process improvement activities and associated change management.
  • Knowledge of all Bus Operator rules and regulations as well as Collective Bargaining Agreements for both ATU Local 282 and Teamsters Local 118.

EDUCATION & EXPERIENCE:

  • Associates Degree in job-related field preferred.
  • A minimum of five (5) years of supervisory/managerial experience.
  • Applicable work experience in Operations or similar field preferred.
  • An equivalent combination of related work experience, training and/or education sufficient to successfully perform the essential duties of the job.

The employee must regularly lift and/or move up to 10 pounds. The noise level in the work environment is usually moderate.
