Manager of Systems Development

The Manager of Systems Development leads a team responsible for design, development, and delivery of modern, scalable software solutions that support organizational goals. This role oversees both frontend and backend agile development planning, providing technical support and people leadership to ensure high quality, secure, and maintainable systems. The ideal candidate brings a well rounded understanding of modern application development, strong experience guiding backend and integration efforts, and a solid grasp of emerging technologies and architectural patterns. This role also requires a strong understanding of application integration and interface design principles to ensure reliable, efficient data exchange across systems and platforms. You will partner closely with business stakeholders, architects, and cross functional IT teams to translate requirements into effective technical solutions, while mentoring development teams and promoting best practices in coding, testing, deployment, and performance.

MAJOR RESPONSIBILITIES & DUTIES:

  • Oversees sprint planning, backlog refinement, and agile ceremonies in partnership with the Director of Systems Development.

  • Ensures development work is delivered on time, within scope, and aligned with organizational priorities.

  • Coordinates cross‑functional work with technical teams and business stakeholders.

  • Monitors project risks, dependencies, and resource allocation.

  • Promotes engineering best practices, coding standards, and modern development patterns.

  • Ensures adherence to established architectural standards and collaborates with architects on solution design.

  • Reviews solution designs, code quality, and system integrations to ensure reliability, scalability, and security.

  • Supports the adoption of modern frameworks, cloud services, CI/CD pipelines, and automated testing.

  • Works closely with stakeholders in youth care, health care, and research to understand requirements and translate them into actionable development plans.

  • Communicates project status, timelines, and risks to leadership and stakeholders.

  • Ensures systems meet compliance, privacy, and data‑security requirements.

  • Ensures adherence to database design standards and monitoring practices to support stable, integrated enterprise systems.

  • Ensures system designs and technical specifications are created, maintained, and aligned with organizational standards.

  • Advises and works with other IT personnel in maintaining efficiency of corporate applications and operating systems.

  • Identifies opportunities to streamline development workflows, improve code quality, and enhance team productivity.

  • Contributes to long‑term technology roadmaps and strategic planning.

  • Supervises activities of the Systems Development team.

  • Mentors and develops a team of software developers, fostering a culture of collaboration, accountability, and continuous improvement.

  • Conducts regular 1:1s, performance reviews, and professional development planning.

  • Supports hiring, onboarding, and training of new team members.

  • Monitors spending for adherence to budget, recommends variances as necessary.

  • Manages projects and determines proper work procedures, job priorities, and prepares work schedules.

  • Manages external development partners and vendors.

  • Participates in management of vendor relationships.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to prioritize and organize a variety of tasks.

  • Considerable knowledge of computer program design and development methodology.

  • Considerable knowledge of computer logic, block diagramming, and flow- charting.

  • Considerable knowledge of standard computer languages and operating systems as well as emerging systems development technology.

  • Considerable knowledge of capabilities and limitations of information technology equipment.

  • Ability to plan, direct, and review the activities of technical personnel involved in the design, development, and implementation of applications programs.

  • Ability to review complex applications programs developed by internal programmers or vendors to determine their efficiency in meeting needs of user departments.

  • Ability to communicate effectively with senior level staff to determine information technology and applications needed to meet organizational needs and provide required informational data.

  • Ability to provide regular technical reports both verbal and statistical showing status of ongoing projects.

  • High level of professionalism, customer service, and integrity with all stakeholders and information technology staff.

  • Strong understanding of agile methodologies, sprint planning, and backlog management.

  • Familiarity with microservices, REST APIs, and modern integration patterns.

  • Knowledge of data privacy standards such as HIPAA, FERPA, or research compliance frameworks.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in Computer Science, Engineering, or equivalent required.

  • Minimum of 5 years of experience in systems or applications programming and extensive experience in Windows Operating Systems, database design and administration, warehousing, programming languages, and managing projects required.

  • Experience delivering applications in regulated or sensitive environments (health care, social services, research, etc.) required.

  • Experience with Azure, AWS, or other cloud platforms required.

  • Experience working with cross‑functional teams including QA, DevOps, and UX/UI required.

  • On-call work to provide additional support and/or may require work to be performed outside of traditional business hours including early mornings, nights, weekends, and holidays required.

PHYSICAL REQUIREMENTS, EQUIPMENT USAGE, WORK ENVIRONMENT:

  • Position requires moderate physical activity including pulling and running cable. Handling of average weight objects 20 pounds and up to 50 pounds on occasion, standing, walking, kneeling, or at a keyboard, workstation, or desk. Requires agility to work in crawl spaces and on ladders. Work is typically in a normal office administrative or computer environment involving minimal exposure to physical risks, but will also spend time working in small confined spaces or at heights of ten feet or greater with exposure to dust, noise, electrical systems, and excessively hot or cold temperatures.
