POSITION TITLE: People & Culture Manager
REPORTS TO: Senior Director of Experience
LOCATION: Mostly on-site, 4x per week
STATUS: Salary exempt
GRADE: 7
SALARY RANGE: $64,400 - $68,425
This PC Manager manages the full-cycle employee journey, from recruitment to engagement and internal mobility, aligning talent management strategies with FTB's strategic plan. This role leads employee relations, including HR guidance, data maintenance in Paylocity, and engagement initiatives, while also acting as backup for key people development processes. The position champions FTB's employer brand through external partnerships and recruiting events. Furthermore, it ensures compliance with employment laws and manages recruitment-related administrative tasks, including budget management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
People + Culture

Models FTB’s Grow Code and performs all functions in alignment with the strategic plan

Assists with general administrative support to the department

Responds to employee inquiries regarding HR policies, procedures

Champions employee engagement strategies aligned with organizational goals and culture

Gather and prepare content for the monthly employee newsletter
-
Provides support to managers and employees on HR-related matters across all FTB sites

Manages the maintenance of employee data in Paylocity (EAFs)

Back up for Onboarding, 30-60-90/Stay Interviews, Performance (Director of People Development)
Talent Management

Develop and implement talent acquisition strategies aligned with the FTB’s strategic plan

Full-cycle recruitment: managing the entire process from requisition to offer acceptance

Develop and execute sourcing strategies to attract qualified candidates
-
Utilize various sourcing channels, including job boards, social media, and networking events
-
Manage ancillary staffing processes such as internship requests and temporary workers
-
Proactively build and maintain a pipeline of qualified candidates for current and future openings
-
Ensure consistent and positive candidate experiences throughout the recruitment process

Screen resumes and applications to identify qualified candidates

Conduct prescreens and interviews to assess candidate skills and fit

Managing candidate communication throughout the recruitment process, providing timely updates and feedback to both the candidates and the hiring manager

Develop and implement interview processes and assessment tools

Analyze recruitment data and trends to identify areas for improvement and optimize processes

Utilize Paylocity ATS to manage candidate data and streamline the recruitment process

Build strong relationships with hiring managers to understand their needs and preferences

Collaborate with P&C and Hiring Managers on onboarding processes and timelines for new hires

Process Terminations and conduct exit interviews
Employer Branding

Promote FTB brand to attract top talent

Assist with the onboarding of FreshForce students in the workforce development program

Develop and maintain relationships with external recruitment partners, such as agencies and universities

Represent the company at career fairs and other recruiting events

Build and maintain relationships with internal stakeholders, including hiring managers and staff

Staying up-to-date on industry trends and best recruitment practices
Compliance

Ensure compliance with all relevant employment laws and regulations

Maintain accurate records of all recruitment activities
-
Manage job postings and ensure they are accurate and up-to-date

Prepare and extend offer letters to selected candidates

Manage the recruitment budget

Bachelor-level degree or at least 5 years of progressive HR experience, demonstrating a broader understanding of HR functions and the ability to work independently

HR Certification preferred

Knowledge of specific employment laws and regulations (e.g., ADA, FMLA)

Strong interviewing skills, including behavioral interviewing techniques

Ability to communicate kindly and maintain a positive attitude and work environment while working with diverse groups of people

Problem-solver with the ability to make decisions under pressure

Self-starter who can handle multiple tasks simultaneously

Excellent communication, interpersonal, and presentation skills; experience with Canva is a plus

Ability to maintain confidentiality and handle sensitive information with discretion

Demonstrated experience in developing and implementing HR strategies

Ability to analyze HR data and metrics to identify trends and make recommendations

Attention to detail by checking work for accuracy, verifying data, and information

High level of proficiency in HRIS, Microsoft Office, and Google Suite

Excellent oral and written communication skills with proactive customer service experience

This position is regularly required to stand, walk, reach with arms and hands, climb or balance, and to stoop, kneel, crouch or crawl

Must be able to occasionally lift and carry objects weighing up to 20 pounds.

Schedule must be flexible with the ability to work some early mornings, nights, weekends, and some holidays to support staff events and time-sensitive deadlines

Willing to be cross-trained to support corporate and community engagement team efforts which may also include volunteering, food and fund drives, and delivery of community education and disaster relief efforts
