Manager Procurement

We are seeking a highly motivated and strategic Manager Procurement to lead the procurement functions for our Power Plant operations in Rahim Yar Khan. The ideal candidate will be responsible for developing and executing procurement strategies to ensure the timely, cost-effective, and compliant acquisition of goods, services, and equipment critical for plant operations and maintenance (O&M). This role demands a professional with a deep understanding of the power generation sector, strong negotiation skills, and the ability to manage complex supply chains in an industrial environment.

Key Responsibilities1. Strategic Sourcing & Procurement

  • Develop and implement procurement strategies aligned with the plant’s operational and maintenance schedules.
  • Manage the end-to-end procurement cycle for Capital Spares, Consumables, Chemicals, Fuel (if applicable), and O&M services.
  • Identify and evaluate reliable local and international suppliers to ensure a robust and resilient supply chain.
  • Lead contract negotiations for major maintenance contracts, annual rate contracts (ARCs), and service agreements.
  • Ensure procurement of mechanical, electrical, and instrumentation spares adheres to technical specifications and OEM standards.

2. Vendor Management & Development

  • Establish and maintain strong relationships with key suppliers, contractors, and service providers.
  • Conduct regular vendor performance evaluations based on quality, delivery, cost, and service.
  • Identify and onboard new vendors, with a focus on developing local suppliers in the Rahim Yar Khan/Southern Punjab region to reduce lead times and costs.

3. Cost Control & Budgeting

  • Prepare and manage the annual procurement budget in coordination with the finance and plant operations teams.
  • Implement cost-saving initiatives without compromising on quality or safety standards.
  • Monitor market trends, commodity prices, and currency fluctuations to make informed purchasing decisions.
  • Ensure the lowest total cost of ownership (TCO) for all procurement activities.

4. Compliance & Risk Management

  • Ensure all procurement activities comply with company policies, ethical standards, and regulatory requirements.
  • Develop and enforce standard operating procedures (SOPs) for procurement and contracting.
  • Mitigate supply chain risks by maintaining optimal inventory levels for critical spares and identifying alternative sources.
  • Ensure strict adherence to safety and environmental regulations in the procurement of hazardous materials and equipment.

5. Team Leadership & Coordination

  • Lead, mentor, and manage the procurement team at the Rahim Yar Khan site.
  • Coordinate closely with the Maintenance, Operations, Stores, and Finance departments to ensure seamless material planning and availability.
  • Prepare and present regular MIS reports on procurement activities, savings, and vendor performance to senior management.

Qualifications & Experience

  • Education:
  • MBA / BBA with a specialization in Supply Chain Management or Masters in Procurement/Logistics. OR
  • BSc Mechanical Engineering (with a strong inclination towards supply chain will be preferred).
  • Experience:
  • Minimum 8 to 12 years of post-qualification experience in Procurement.
  • Mandatory: At least 5 years of experience in a Power Plant (Thermal, CCPP, or Solar) or a Heavy Industrial setup (like Cement, Steel, or Fertilizer).
  • Technical Knowledge:
  • Strong understanding of power plant equipment (Turbines, Boilers, Pumps, Valves, Heat Exchangers) and associated spares.
  • Experience in procuring EPC contracts, maintenance contracts, and high-value capital equipment.
  • Proficiency in ERP systems (e.g., SAP MM, Oracle) and advanced MS Excel.
  • Skills:
  • Exceptional negotiation, communication, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work under pressure and meet tight deadlines in a plant environment.
  • Must be willing to work on-site at Rahim Yar Khan.

Pay: Rs150,000.00 - Rs200,000.00 per month
