Position Overview

The Office of Social Emotional Academic Development works with the Chancellor to ensure coherence in the educational experience for our students, families, and schools. Our goal is to initiate change and lead DC Public Schools into the highest performing school district in the nation.

Division of SEAD Strategy

  • Athletics: The Department of Athletics ensures all DCPS students have access to comprehensive and inclusive interscholastic athletics programming designed to increase student satisfaction, improve physical fitness, keep students engaged in school, develop leadership qualities, and provide additional outlets for students to express their unique talents.

  • Career and Technical Education: Career Education programs provide the academic, technical, and employability skills necessary to succeed in college, careers and to become lifelong learners. This includes JROTC programming.

  • Postsecondary Success Programs (PSP): PSP includes programming that prepares students for college and career, including Dual Enrollment, AP/IB, SAT/PSAT, School Counseling and Postsecondary Planning, Work-based Learning Opportunities, and Navigator supports.

  • Graduation Success Initiatives (GSI): GSI consists of programming designed to keep students on track academically and connected to their school communities. This includes work on Adjusted Cohort Graduation Rate, New Heights programs, OSTP, and Extended Learning programs such as summer school and academic recovery.

  • Grade Level Academies: Sixth and Ninth Grade Academies in DCPS provide rich, responsive, and well-rounded educational experiences for students during key transition years to promote success.

  • Scheduling, Transcripts, and Academic Records Support (STARS): STARS is responsible for supporting and monitoring DCPS schools in four areas: scheduling, grading, graduation, and the development and distribution of accurate student records.

  • Data, Strategy, and Operations (DSO): DSO supports the division through the management of budgets, data reporting and analysis, and special projects that support the division’s key priorities in alignment with the strategic plan including policies and associated guidance.


Schools and Special Projects Division

  • Cluster Support Model (CSM): Under the CSM, Central Services’ coaching and support for schools across ten content areas are streamlined under the guidance and direction of each Cluster Instructional Superintendent. Cluster Support Team (CST) members provide direct services, coaching, and professional learning to schools in alignment with the schools’ strengths and needs and district priorities.

  • Special Projects: SEAD Special Projects works to improve organizational effectiveness across all SEAD offices and divisions. The team supports collaboration across the agency by leading cross-functional projects that promote high-quality programming and services for schools and students.

The Manager, SEAD Budget and Strategy is responsible for overseeing the budget for the Office of SEAD Strategy. This includes leading the budget planning, tracking, procurement, and implementation of all related programs. Working alongside program owners and the Director of Data, Strategy, and Operations, this role will support the development of budget strategy and long-term financial planning to sustain high-quality programming. The role ensures program logistical needs are met, leads partnership agreements, manages program inventory, and creates systems to ensure teachers and students have access to the equipment, materials, and services they need to achieve successful learning outcomes.

The Manager, SEAD Budget and Strategy will report to the Director, Data, Strategy, and Operations.

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • Manages all funding streams related to the Office of SEAD Strategy by supporting in the tracking and executing of spend plans, entering requisitions, submitting reprogramming, and preparing grant agreements.

  • Leads procurement efforts by ensuring that POs are received by the vendors and by tracking the delivery of goods and completion of services.

  • Serves as a point of contact for the procurement process for contracts larger than $100,000 by identifying and creating necessary specifications, statements of work, or market surveys as a function of the procurement process.

  • Provides regular updates to the SEAD Strategy Directors on related budgets, including spend analysis, financial data reporting, and other analyses to inform decision making.

  • Provides technical support to program teams as they navigate challenges related to procurement and spend down.

  • Manages and delegates budget-related asks from key DCPS stakeholders.

  • Develops trusted relationships with program owners and deep understanding of programs initiatives in order to support the development of goal-aligned spend plans that draw from local, private, and federal funding sources.

  • Identifies and systematizes successful operational and logistics methods across the division; and develops and strengthens resources for methodology evaluation and improvement.

  • Ensures the division spending is in compliance with all federal, local, and organizational guidance related to finance and budget.

  • Manages budget specialists that oversee the day-to-day manage of team budgets and spending.

Qualifications

  • Bachelor's degree and four to six years of related work experience.
  • Master's degree preferred.
  • Previous exposure to or experience in the education sector a plus.
  • Experience managing multi-million-dollar budgets across multiple funding sources and initiatives.
  • Experience with District of Columbia procurement regulations and policies preferred.
  • Experience with PASS preferred.
  • Strategic, data-driven problem solver with advanced proficiency in Excel.
  • Strong communications and interpersonal skills, with the ability to manage up and laterally and clearly provide and document next steps.
  • Experience managing a team.
