Manager - Stakeholder Relations & Market Intelligence (MAS245)

Qiddiya Investment Company is seeking a highly motivated Manager of Stakeholder Relations & Market Intelligence to play a pivotal role in shaping our engagement strategies and market positioning as a leading entertainment and leisure destination. This position combines the dual responsibilities of managing stakeholder relationships and conducting market intelligence research to inform strategic decision-making.

The ideal candidate will demonstrate exceptional interpersonal skills and strong analytical abilities, enabling effective engagement with various stakeholders while also providing valuable insights into market trends and competitive landscapes.

Key Responsibilities

Corporate Strategy & Mandate

  • Translate QCA priorities into a stakeholder engagement approach that supports strategic delivery and authority readiness.
  • Develop and maintain stakeholder segmentation aligned to mandate, services portfolio, and strategic priorities (e.g., regulators, ministries, municipal and delivery entities, ecosystem partners).
  • Support Strategy leadership with stakeholder insights, recommended positions, and engagement implications for key decisions and sequencing.

Execution & Performance Governance

  • Establish engagement rhythms and reporting for stakeholder actions, dependencies, and required decisions impacting execution.
  • Maintain a central tracker of stakeholder commitments, escalations, approvals, and follow-ups linked to strategic initiatives.
  • Coordinate inputs across functions to ensure external engagements are consistent, timely, and aligned to agreed positions.

Operating Model & Institutional Maturity

  • Define and institutionalize stakeholder management standards (stakeholder register, engagement plans, meeting governance, correspondence controls, and records management).
  • Develop partnership and government engagement workflows (intake, approvals, signing authority, documentation standards, and archiving).
  • Improve operating discipline by clarifying interfaces between Strategy, Legal, Governance/Secretariat, and functional leads for external engagements.

Executive, Board & Stakeholder Engagement

  • Lead government relations engagement by coordinating interactions with relevant ministries, regulators, and public-sector entities; prepare briefings, formal correspondence, and meeting materials.
  • Build and manage a partnership pipeline, including identification, prioritization, negotiation support, and activation planning with internal owners.
  • Prepare executive and committee materials (packs, briefing notes, decision memos, talking points, executive updates) ensuring clarity, accuracy, and governance discipline.
  • Manage meeting governance for executive/stakeholder sessions (agenda, pre-reads, minutes, action logs, decision records, and follow-up).
  • Coordinate protocol-sensitive engagements and ensure appropriate stakeholder communications and representation.

People & Team Leadership

  • Lead delivery through cross-functional coordination and tasking of assigned supporting resources as required.
  • Coach internal focal points on engagement discipline, meeting governance, and documentation quality.
  • Govern external advisors supporting stakeholder mapping, partnerships, or communications (where applicable), ensuring quality and knowledge transfer.

Risk, Opportunity & Value Realization

  • Identify and manage stakeholder risks (misalignment, delays in approvals, conflicting mandates, reputational sensitivities) and propose mitigation/escalation actions.
  • Track partnership value cases and activation progress, ensuring leadership visibility on outcomes, dependencies, and decisions required.
  • Maintain a proactive view of emerging opportunities through stakeholder intelligence and ecosystem scanning, translating insights into actionable recommendations.

Requirements

  • Bachelor's degree in Business, Marketing, Public Relations, or a related field; a Master's degree is preferred.
  • Minimum 6-8 years of experience in stakeholder relations, market research, or strategic market intelligence within a complex environment.
  • Exceptional interpersonal and communication skills, with proven experience in stakeholder management and relationship-building.
  • Strong analytical skills with the ability to synthesize complex data and provide actionable insights.
  • Experience in developing and implementing successful stakeholder engagement strategies.
  • Familiarity with market research methodologies and tools.
  • Proficiency in Microsoft Office Suite and data visualization tools.
  • Fluency in English is required; Arabic language skills are a plus.
  • Ability to work collaboratively with cross-functional teams and manage multiple priorities effectively.
  • Innovative mindset with a keen interest in assessing industry trends and applying best practices in stakeholder engagement.
