Job Purpose
We are seeking a highly skilled Manager - Technical & Environmental Services to oversee all facilities management (FM) aspects of our shopping mall operations. The ideal candidate will possess in-depth knowledge of both hard and soft FM services, preferably supported by an FM certification. This role is hands on and operational, ensuring the delivery of exceptional hygiene, cleanliness, waste management, and recycling standards across a large scale facility that accommodates over 100,000 visitors and 400 tenants daily. The incumbent will plan, coordinate, and control FM strategies and activities to ensure the mall consistently meets operational and sustainability targets.
Roles and Responsibilities
- Manage the performance and service delivery of Hard and Soft FM, ensuring that the quality and availability of the estate and services meet operational expectations
- Responsible of delivering soft FM services (cleaning, landscape, pest control and waste management)
- Oversee and supervise the entire FM services delivered by the service providers
- Implement the strategies, tactics, processes, standards and policies and procedures for maintaining the mall to internationally recognized standards.
- Implement contemporary best practice applications and processes to maintain total facility management (soft and hard).
- Implement the appropriate cleaning tactics for all internal and external facilities including sky glasses, car parks, façade and external areas and signage with 3rd parties.
- Proactive and direct monitoring of service provider contractual performance and ensure outputs realized according to international standards, throughout the mall.
- Manage the hygiene and waste strategies of food court, toilets, mall common areas and waste collection areas.
- Undertake and implement the outputs of a waste management assessment and define opportunities to reduce and recycle solid and liquid wastes. Implement remedies and opportunities for improvement with 3rd parties.
- Participate in supporting initiatives and undertakings to promote best practices in FM industries.
- Ensure complete compliance with all health and safety requirements
- Monitor and review annual FM Budget
- Administer capital improvement works; assist in the development of working and capital budgets
- Administer, review and implement whole of life replacement programs
- Implement and monitor Energy preservation scheme
- Implement new technologies in the field of Facilities management
- Implement and review energy efficient replacement programs
- Review FM service's delivery systems and develop strategic maintenance or replacement strategies.
- Actively participate in the review and approval of tenancy fit out documentation
- Liaise with clients, staff and external consultants at all levels in matters relating to FM service delivery.
- Liaise with clients, staff and external consultants at all levels in matters relating to technical service delivery.
- Knowledge of relevant regulations and building codes
Qualifications
- Technical Degree from a University.
- BSC. Degree in any technical fields prefer Mechanical or electrical background.
- Knowledge of soft FM services and practices.
Experience
- Min of 8+ years of related experience.
- Technical and operational management of Hard and Soft FM activities in a large, mixed use developments or malls.
Skills
- Demonstrated skills in building and maintaining strong relationships with internal and external stakeholders.
- Ability to negotiate and manage a high volume of complex existing contractual agreements related to FM activities.
- Strong understanding of Hard FM activities
