Job Summary:
The Manager – Tender is responsible for managing and driving the company’s pharmaceutical sales performance through government and institutional tender channels across Saudi Arabia. This role involves developing strategic relationships with key government stakeholders, healthcare authorities, procurement departments (e.g., NUPCO), and hospital decision-makers to ensure successful tender participation, contract negotiation, and product inclusion.
Key Responsibilities:
Tender Management:

Lead the preparation and submission of pharmaceutical tenders to NUPCO, MOH, SFDA-registered institutions, and other government entities (Military, National Guard, Security Forces, Universities & Medical Cities).

Oversee the entire tender process including bid analysis, documentation compliance, pricing strategy, and coordination with regulatory and legal teams.

Monitor tender announcements and maintain a calendar of upcoming tenders and renewal dates.

Ensure alignment of tenders with SFDA requirements and government procurement policies.
Sales & Business Development:

Develop and execute sales strategies to maximize tender business opportunities and increase revenue.

Identify and pursue new business opportunities within the tender and institutional segment.

Conduct market and competitor analysis to assess pricing, product positioning, and win/loss trends in tenders.
Relationship Management:

Build and maintain strong relationships with key stakeholders in Ministry of Health, NUPCO, GHC, military hospitals, and other public healthcare providers.

Serve as the primary point of contact for tender customers and institutional accounts.
Team Leadership:

Supervise and coach a team of tender sales representatives or key account managers.

Set performance targets, conduct reviews, and develop team capabilities through training and mentoring.

Ensure application of CRM & SFE KPIs fulfillment with team members.
Compliance & Reporting:

Ensure full compliance with internal SOPs, SFDA regulations, NUPCO guidelines, and ethical pharmaceutical marketing standards.

Provide regular sales forecasts, pipeline reports, and tender performance analysis to senior management.

Collaborate with finance, logistics, and regulatory teams to ensure contract execution and timely supply fulfillment.
Qualifications & Requirements:
Education:
-
Bachelor’s degree in pharmacy.

MBA or Postgraduate degree in Business/Healthcare is a plus.
Experience:
-
Minimum 5–7 years of experience in pharmaceutical sales, with at least 3 years focused on tender and institutional sales in Saudi Arabia.

Proven track record of successful tender submissions and contract wins with NUPCO, MOH, or similar.

Experience in dealing with branded and/or generic pharmaceutical products.
Skills:

In-depth knowledge of KSA healthcare tendering systems, especially NUPCO processes.

Excellent negotiation, presentation, and communication skills (Arabic & English).

Strong analytical and problem-solving abilities.

Familiarity with SFDA regulations, registration processes, and pharmacovigilance requirements.

Proficient in Microsoft Office (Excel, PowerPoint, Word) and CRM systems (e.g., Salesforce).

Working Conditions:

Based in Saudi Arabia with frequent travel to client sites, tenders’ offices, and government facilities across the Kingdom.
