Service Purpose:
- Oversee safety and coordination of all marine operations for the MARSA LNG Bunkering Project.
- Collaborate with Sohar Port Authority and other relevant Port Authorities.
- Responsible for LNG bunkering operations, LNG carrier loading, inspection, and follow-up of terminal marine facilities.
- Provide expert advice on technical aspects related to terminal activities.
- Oversee logistics entities and warehouse activities.
- Report functionally to the MARSA LNG Plant Manager.
- Ensure safety, compliance, and operational excellence through technical leadership.
Main Tasks and Responsibilities:
- Develop local marine & port operating procedures, checklists, and standards (including emergency procedures and port regulations) aligned with ISGOTT, SIGTTO, OCIMF, and industry best practices.
- Prepare all marine operations related to LNG bunkering and Sohar Jetty operations.
- Provide technical expertise on safe loading and berthing operations.
- Participate in technical discussions with stakeholders (Oman Government, Port Authorities, MARSA LNG Team, ship owners, specialists).
- Participate in marine and logistics budget preparation and cost monitoring.
- Act as focal point for regulatory compliance and interface with authorities, partners, and contractors.
- Collaborate on compliance matters related to marine facilities and vessel certifications.
- Assist during audits of Marine Service Providers.
Reporting & Continuous Improvement
- Develop tools to supervise ship management performance, audits, and inspections.
- Prepare periodic technical reports on LNG vessel performance.
- Record and monitor all marine activities, including assurance documentation, safety performance, operational logs, and training.
- Lead continuous improvement efforts.
- Supervise revision and implementation of marine technical policies and procedures.
Marine & Technical Expertise
- Manage and supervise Bunkering & Loading Masters and all marine operations related to LNG bunker and carrier ships.
- Advise Plant Manager on technical aspects of loading and berthing.
- Act as focal point for operational, security, and emergency marine issues.
- Oversee ship management performance, audits, and inspections.
- Prepare and issue technical reports on vessel performance.
- Manage Site Lifting Specialist and On-site Warehouse & Logistics personnel.
- Establish and refine warehousing and lifting policy and strategy.
- Implement standardized procedures for materials, equipment, and lifting tools management (using SAP).
- Oversee daily warehouse and lifting activities, ensuring safety and compliance.
- Ensure all lifting equipment is inspected, certified, and maintained.
Reporting & Continuous Improvement
- Maintain records of marine, warehousing, and lifting activities.
- Prepare periodic reports on inventory, lifting operations, marine activities, and safety.
- Collaborate with stakeholders to address technical issues.
- Lead continuous improvement initiatives.
- Supervise and ensure compliance with technical specifications and maintenance controls.
- Apply and promote Company HSE policy and local regulations.
- Participate in incident investigations and corrective action planning.
- Ensure ISPS Code application at MARSA Terminal.
- Maximize In-Country Value (ICV) by ensuring local marine personnel are trained.
- Participate in recruitment and competency assessment of marine & logistics personnel.
Additional Responsibilities

- Ensure company rules and specifications are implemented for all Marine and Logistics topics.

- External SIPC, Port authority, Ships Agents, Ship master, Independent Cargo Surveyor, warehouse and lifting contractors
- Master mariner deep sea or equivalent (Class 1)
- Excellent knowledge of written, read, and spoken English (required)
Background and Experience
- Extensive experience in LNG shipping operations, terminal management, vessel berthing, cargo handling, and compliance with maritime safety and environmental regulations.
- 12+ years’ experience, including 5 years as Chief Officer or Master on LNG/LPG Carriers or crude/clean oil Carriers.
- Good knowledge in warehouse and lifting activities.
