The Master IT Professional 2 (MITP2) will be the sole DHRM technical resource providing enterprise level production support for the State’s payroll and HR administration ERP system serving the State’s employee population of 19,000. The incumbent will be the chief technical support for the State’s newly established centralized recruitment and learning platform, NeoGov. The incumbent will also be working directly with the Office of Project Management (OPM) to develop and design new interfaces and system integrations utilizing JAVA programming, Pentaho, JIRA, Bitbucket platforms including executing and supporting interface testing and validations. The MITP2 will coordinate with departmental resources to perform database queries and extracts in support of payroll processing reports to address periodic records requests and legislative reporting needs. As well as conduct production support activities, manage Tier 3 ServiceNow incidents, and monitor operational health to address system issues impacting payroll and personnel operations. Additional MITP 2 expectations will include conducting fiscal and calendar-year-end system processes (this includes W2 delivery and Accuwage file upload), configuring and maintaining Payroll and HR wizards and system design changes, advising on security and workflow development and design for the ERP and recruitment platforms, direct configuration and installation of Phase 2 modules and functionality with project management (this includes resolving design conflicts which may impact existing system processes), collaborating on project implementation tasks between departmental and partner project teams to ensure system enhancements, releases, and operational support functions are integrated effectively while minimizing disruption to production operations, identifying opportunities to improve operational processes, workflows, and system support procedures to increase efficiency and reduce redundancies, and performing impact assessments and develop/advise on end-to-end regression testing plans to ensure quality and production readiness prior to the adoption of Feature Set enhancements, Interim Containers, hotfixes and system upgrades. A successful incumbent will be able to create and maintain strong documentation such as interface architecture diagrams, SOP's, and production support playbooks in order to ensure compliance with applicable policies, procedures, and provisions of law relating to human resources.
Bachelor's degree from an accredited college or university with major course work in computer science, management information systems, or closely related field and six years of progressively responsible professional IT experience, three years of which were at the advanced journey level in a pertinent specialty area such as information systems project management, quality assurance, systems administration, network administration, database administration, applications analysis and development, or information security; OR an equivalent combination of education and experience as described above.
Positions in this series are assigned duties and projects deemed vital to the agency mission. Duties are associated with major long-term projects, which significantly impact the agency’s business processes. Without the successful completion of those duties and projects, there would be significant disruption to agency operations and reduced levels of service to the citizens of the State, reduced levels of public safety, and/or substantial loss of revenue to the State.

Detailed knowledge of: various systems software products and their interrelationships; performance monitoring principles and related software products; vendor procedures for applying maintenance and temporary fixes; planning, development, and implementation of backup and recovery techniques and procedures for all data and applications software; administration of large complex networks to include wide area, campus, multi-agency or statewide multi-protocol networks.
Ability to: apply advanced level knowledge and skills to projects and assignments deemed critical to the agency's mission; analyze and resolve complex issues and problems which directly impact the agency's services to the public, collection of revenue, and/or public safety; provide the highest level of technical consultation and training to the agency in developing, enhancing, implementing, and modifying information systems which support the agency’s business processes.
