Description:

AFO is looking for a Material Coordinator, Counselor to work in Fort Sill, OK. The Material Coordinator, Counselor (PPO) is a Personal Property Specialist responsible for processing applications for shipment and storage of personal property and providing counseling to customers on entitlements, procedures, and shipment requirements. This role ensures compliance with Department of Defense (DoD) regulations while delivering high-quality customer service throughout the personal property movement process. Responsibilities:
  • Process applications for shipment and storage of personal property using systems such as ETOPS and DPS.
  • Counsel customers on shipment entitlements, allowances, and procedures in accordance with the Joint Travel Regulations (JTR).
  • Prepare and process required documentation (e.g., DD Forms 1299, 1797, 2278, 1351-2).
  • Calculate estimated costs for Personally Procured Moves (PPM) and assist customers with required submissions for reimbursement.
  • Review shipment data (PPG/PPGBL) with customers to ensure understanding of restrictions, entitlements, and responsibilities.
  • Assist with coordination of Domestic, Non-Temporary Storage (NTS), Direct Procurement Method (DPM), and High-Value/High-Risk shipment requests.
  • Process special circumstance shipments (e.g., mobile homes, deceased member dependent shipments such as “BLUEBARK”).
  • Verify customer eligibility, orders, and funding prior to scheduling shipments.
  • Assist customers with shipment changes, cancellations, and excess cost counseling.
  • Provide customer contact information for JPPSO and assigned Transportation Service Providers (TSPs).
  • Deliver high-quality customer service, including handling complex or sensitive situations professionally.
  • Perform additional duties as assigned.

Knowledge, Skills & Abilities:

  • Working knowledge of DoD personal property shipment regulations and Joint Travel Regulations (JTR).
  • Proficiency in systems such as ETOPS and DPS.
  • Strong customer service and interpersonal skills.
  • Ability to clearly explain complex policies and entitlements to customers.
  • Strong attention to detail and accuracy in processing documentation.
  • Ability to work in a fast-paced, high-volume environment.
  • Effective problem-solving and conflict resolution skills.
Qualifications:
  • High School Diploma or equivalent required.
  • Minimum of one (1) year experience in household goods movement, transportation operations, or related field.
  • Ability to type at least 45 words per minute.
  • Mission-oriented and customer service-oriented mindset.
  • Ability to pass Pre-Employment Drug Test and Background Screening.
  • Ability to receive a favorable TIER-1 Investigation result and obtain and maintain a CAC.
  • Applicant must possess a REAL ID-compliant, state-issued driver’s license.

Preferred Qualifications:

  • Eligible incumbent in good standing is highly desirable.
  • Experience in a DoD Personal Property Office (PPO/PPPO).
  • Familiarity with ETOPS, DPS, and personal property shipment processes.
  • Prior military or government logistics experience.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to sit, talk, and listen. The employee may use repeated motions that include the arms, wrists, hands, and fingers.
  • The employee is occasionally required to walk, stand, climb, balance, stoop, kneel, or crouch.
  • The employee must occasionally lift and or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision.
