The Material Engineer is responsible for managing, testing, approving, and controlling construction materials used in roads and infrastructure projects, ensuring full compliance with RTA specifications, approved standards, and project quality requirements.
Key Responsibilities
- Review, approve, and control all material submittals in compliance with Roads and Transport Authority (RTA) standards and project specifications.
- Supervise and monitor material testing (soil, asphalt, concrete, aggregates, base/sub-base) through approved laboratories.
- Ensure materials comply with RTA, ASTM, AASHTO, BS, and EN standards.
- Coordinate with consultants, contractors, and RTA inspectors for material approvals and inspections.
- Conduct regular site inspections to verify proper material handling, storage, and usage.
- Review and approve mix designs (asphalt, concrete) and ensure compliance during production and placement.
- Monitor asphalt plant and batching plant operations to ensure quality consistency.
- Investigate non-conformance reports (NCRs), identify root causes, and implement corrective actions.
- Prepare and submit material approval reports, test results, and compliance documentation to consultants and RTA.
- Ensure adherence to Quality Management Systems (QMS) and project ITPs.
- Support audits, inspections, and project handover documentation related to materials.
Qualifications & Experience
- Bachelor’s Degree in Civil Engineering or Material Engineering.
- Minimum 7–12 years of experience in materials engineering for roads and infrastructure projects.
- Mandatory experience on RTA-approved projects in Dubai.
- Strong hands-on experience with road works materials (asphalt, GSB, sub-base, concrete, soil).
- In-depth knowledge of RTA specifications and Dubai Municipality standards.
- Experience working with third-party and RTA-approved laboratories.
- UAE/GCC experience is mandatory.
