Job Description:


SUMMARY:

The Material Examiner and Identifier Lead plays a crucial role in overseeing the examination and identification of materials to ensure accuracy and compliance. Their leadership will guide a dedicated team in maintaining high standards of material management, contributing to the efficiency and success of the operations. They are responsible for conducting in-depth inspections and material determinations for military supplies, including complex and specialized items. This role requires extensive research and analysis to ensure compliance with standards and specifications. The Lead will oversee clerical, administrative, and investigative actions, including discrepancy reports (RODs), SDRs, and in-storage inspection reports (DD 1225). Additionally, this position will correct data errors in DSS and collaborate with Inventory Control Points (ICP) and Inventory Managers to maintain data accuracy and operational efficiency.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews and make changes to the posting of receipts to record after 100% inspection of retrograde material and new procurement, and submits SDR, ROD, and/or 1225 report where applicable. Builds PPP&M workload, and processes preservation, packaging, pack and marking (PPP&M) actions in DSS that accounts for labor and material cost and closes work orders.
  • Builds COSIS workload and completes related actions.
  • Determines serviceability and completeness and/or compliance IAW contract, purchase agreement, drawing, technical manuals, supply bulletins, and stock catalogs. May use inspection aids such as gages, precision measuring equipment, scales, and other devices to determine whether items are standard or nonstandard and that they comply with appropriate standards and technical specifications and tolerances. Reviews and investigates ICP customer complaints related to material determinations.
  • Visually inspects items, verifying stock number, nomenclature, type, date of pack, level of pact, etc.
  • Determines probable causes and identifies required corrective actions Determines commodity ownership of item/material to properly address where to send the ROD/SDR information.
  • Supports Defense Distribution Center (DDC) call center requests relating to inspection validations of questionable supplies in inventory on DSS and/or suspended material. Inputs material condition codes changes into DSS as determined by the inspection process. If it is determined that material requires disposal, performs in-depth data research using the tech data, correct NSN and demil codes, and inputs data in DSS to generate a disposal action. Validates that inventory records, condition codes, and security codes are correct prior to disposal.
  • Utilizes (DOD) shelf-life extension system (SLES) to perform inspections and requirements of material shelf life. Inspects supplies for manufacturing dates, cure dates, day of last inspection, etc. to determine accurate expiration dates. Performs visual and functional inspections and tests for deterioration due to storage conditions or effects of aging on specific items. Ensures that correct preservation, packaging, packing, and marking IAW military standards have been applied during the self-life inspection process.
  • For Care of Supplies in Storage (COSIS) program performs in-storage inspections, testing, exercising, preservation and packing of material to prevent any degradation of material. Where applicable, prepares DD 1225, builds COSIS and PPP&M workload for discrepancies found and processes and closes work orders.
  • Performs inspection of shipments being sent to customers for most classes of material to meet mission objectives.
  • Performs extensive research of material from storage locations that require identification. This requires expertise in cross reference to part numbers, cage codes, nomenclatures, and validates the national stock number (NSN) by using Fed- Log, and Federal Logics Information System (FLIS) during the research stage. Identifies and labels material according to research findings.
  • While conducting research and resolving discrepancies, this position may make recommendations for changes to both physical processes and procedures involved and to establish or modify controls and training requirements. Recommendations are directed toward reducing and/or eliminating causes of errors discovered during the investigation process.
  • Contacts quality assurance and/or packaging personnel at ICPs and/or other military commands for the purpose of coordinating material disposition instructions. Contacts are made on a routine/daily/weekly basis and may include providing digital images of suspended material via email. Performs general warehousing work relating to receipt, storage, and issue functions of suspended material to include upgrade/condition code changes of material in storage.
  • On an as needed basis, may operates material handling equipment (MHE) to complete assigned duties i.e., aisle/hybrid cranes, forklifts, stock selectors, tugs, and other general purpose warehouse vehicles.

  • This position supports the DOD on a federal installation and the candidate must be available to work at the assigned physical location during business hours.
    • 6:30AM-3:00PM (M-F)
    • 7:00AM-3:30PM (M-F)
    • 2:30PM-11:PM (M-F)
    • 5:00AM-1:30PM Saturday

    NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Other duties as assigned/approved by management.
  • Prepare supply documents and reports in the Service Support System-Army or equivalent logistics system.
  • Analyze property and supply management processes for efficiency improvements.
  • Communicate effectively to explain regulations and coordinate supply operations.
  • Lead a team of material examiners and identifiers, providing guidance, training, and performance evaluations.
  • Ensure team adherence to safety protocols and guidelines during material handling and examination processes

    SUPERVISORY RESPONSIBILITIES:

  • No Direct Supervisory Responsibilities



Requirements:


  • EDUCATION and/or EXPERIENCE:

    Essential:

  • High school diploma/GED or equivalent.

    Minimum of 3-5 years of experience in material examination and identification, with at least 1 year in a leadership role.

  • Familiarity with safety data sheets (SDS) and hazardous material handling.
  • Proficiency in using inventory management systems and related software.
  • Excellent attention to detail and organizational skills.
  • Ability to read and interpret technical documents, manuals, and material specifications.
  • Strong problem-solving skills and ability to make decisions quickly.
  • Effective communication skills, both written and verbal.
  • Demonstrated ability to lead and mentor a team.
  • Operate material handling equipment.
  • Knowledge of relevant regulations and compliance standards such as OSHA and EPA guidelines.
  • Ability to work in a fast-paced, dynamic environment and adapt to changing priorities.

    Preferred:

  • Associate degree in logistics, supply chain management, or a related field preferred.

LANGUAGE SKILLS:

Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to customers, internal and external, clients and other employees in the organization. Ability to interpret instructions and information and explain to others in the performance of this job in English.

PHYSICAL DEMANDS:

Work is generally performed in an office environment which requires sitting or standing and working on a

computer for long periods of time. Required to walk, stand, sit and move about the property for long periods of time. Essential and marginal functions require maintaining physical condition necessary for: bending, stooping, sitting, walking, or standing for prolonged periods of time, operating through extended periods of high stress. The employee must occasionally lift and/or move up to 50 pounds. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone, and keyboard.

WORK ENVIRONMENT/HOURS:

This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The noise level in the work environment may vary from moderate to high, depending on location. Must be able to work in fast paced, multi-task environment. If applicable work 10(+) hours per day. Will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required.

BACKGROUND INVESTIGATIONS:

All employees are required to undergo an initial background investigation as a condition of employment. Additionally, employees may be subject to subsequent background investigations if circumstances warrant, such as the emergence of a need, an issue, or probable cause.

Employees assigned to work on federal installations or projects must also comply with government-mandated background investigations, which are conducted independently of the company's investigations. Employment and continued assignment to federal installations are contingent upon successfully meeting and maintaining these requirements.
