MEDICAL EQUIPMENT PLANNER

The Medical Equipment Planner works with the Engineering Service, Planning Section as a Medical Equipment Planner under the Interior Design Section. Under the responsibility of the VA Supervisory Interior Designer, shall develop deadlines, overall objectives, resources available and tasks necessary to complete the work. The Medical Equipment Planner shall be responsible for independently planning and carrying out the assigned tasks to meet the objectives of the Interior Design Section activation responsibilities, including overseeing and assisting with major projects activations, equipment planning, specifying, budgeting, preparing solicitation packages for equipment purchases, management of delivery and installation. The completed work shall be reviewed by the Supervisory Interior Designer in terms of effectiveness in meeting all requirements.

DUTIES AND RESPONSIBILITIES

EQUIPMENT PLANNING SERVICES: The Medical Equipment Planner shall be relied upon to independently create and execute appropriate equipment planning services for varied spaces with including conference rooms, patient care rooms, patient treatment rooms, waiting rooms, entry lobbies, break rooms, cafe, break rooms, support rooms including clean and soiled utility rooms, medication rooms, storage and stockroom. throughout all the major construction projects. Performs technical, administrative or professional work involving managing, administering, operating or supporting services and programs related to the operation and safety of Federal facilities.


The Medical Equipment Planner shall be highly proficient analyzing architectural drawings, equipment schedules, electrical and data plans and identifying overlaps and gaps between the proposed equipment and the designed space. Must be capable performing existing equipment inventory audits, conducting value cost analysis and comparative equipment studies of existing inventory and providing a reuse analysis report making recommendations based on the VA guidelines for reuse. Experienced with the integration of medical equipment and the associated infrastructure technology, including the exchange of information between disparate systems such as audiovisual, security, and acoustics, and information technology infrastructure and information technology systems. The Medical Equipment Planner must be able to coordinate, plan, document and schedule moving existing equipment in conjunction with the procurement and installation of new equipment.


The Contractor administers and oversees medical equipment planning, including budgets, standards and specifications for all VALBHS major construction projects. The Contractor reviews the information created by the preplanning Contractor and the activation Contractor to ensure information provided is complete, accurate, coordinated with the architectural drawings, and installation plan. Full technical responsibility shall be mandated in achieving functional and

accurate production work for major equipment acquisition and activation. Contractor is conversant with procedures, practices and nomenclature of related professional fields required to effectively coordinate and consult with representatives of such fields as electrical, low voltage, architecture, mechanical and structural engineering. The Contractor shall provide technical expertise to coworkers and coordinates with engineers, architects, and other designers to ensure compliance with VA regulations and facility design criteria. Acts as a technical representative for equipment specification matters and ensures the facility standards are met.


Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation {AAMI). The Contractor must interpret, and review provided architectural plans for concurrence to the VA's Technical information Library (TIL), standards and equipment specifications as used for the basis of current construction.


The Medical Equipment Planner shall be responsible for producing procurement packages following VA/GSA contracting procurement standards including Statement of Work (SOW), technical specifications, attachments, documentation, drawings, independent government cost estimates, bid sheets and budgets to procure products and services. The Contractor shall be responsible for maintaining and tracking procurement packages. This includes financial management related to the procurement of equipment and accessory items, communicating with the awarded vendor & activations team regarding the status of each package, coordinating delivery & installation schedules. The Contractor shall be responsible for creating and maintaining collateral; SOW, specification writing, Independent Government Estimates (IGCE), schedules, financial control log, scaled drawings and market research related to procurement package creation, maintenance & tracking using Microsoft Office Suite.


The Medical Equipment Planner shall maintain the digital resource library that includes drawings, plans, specification procurement documents, project correspondence, and project binders relating to major project equipment planning.

Provides training and education as appropriate to medical technology end users and clinical staff as part of the move-in and coordinates with VA Biomedical Department and Logistics to ensure products are documented into the Equipment Information Library, tagged for use by the electrical department and properly documented for future equipment inventory.


COMMUNICATION:
The Contractor provides technical expertise to coworkers and routinely coordinates with engineers, architects, and activation team members to ensure compliance with VA regulations and facility design criteria. Acts as a technical representative for equipment specification matters and ensures the facility standards are met. The Medical Equipment Planner works with the activations team, stakeholders (including Facilities Management Service (FMS), Office of information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Logistics, Contracting, Informatics, Environmental Management Service (EMS), Biomedical Technicians and Biomedical Equipment Support Specialists) and end users when developing medical equipment standards and plans. Identifies equipment and design conflicts during the design process to avoid costly construction delays. Provides accurate and sufficient information for project teams during the design, implementation and installation process. Provides knowledgeable responses to client's questions when medical equipment issues arise.

QUALIFICATIONS AND EXPERIENCE

  • Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes.
  • Must have the ability to write equipment specifications and statement of work for procurement of medical equipment.
  • Must have the ability to review and interpret blueprints and specifications.
  • The Contractor is responsible for creating and maintaining collateral; maintenance & tracking using Microsoft Office Suite (Excel, Word, PowerPoint & Outlook).
  • AutoCAD and MS Project are preferred but not required.
  • Must be able to communicate effectively both in writing and verbally with a variety of contractors, management officials, vendors, Contracting Officers and Long Beach staff.
