Job Title: Medical Manager

Role Purpose:

The Medical Manager is responsible for developing, implementing, and overseeing medical services, occupational health programs and emergency response operations across the company. This role ensures compliance with health regulations, manages on-site medical teams, responds to medical emergencies, and promotes workforce health and well-being. The Medical Manager plays a critical role in injury prevention, emergency medical response, and regulatory compliance while fostering a safe and healthy work environment across all operations. Additionally, this role closely collaborates with the Emergency Response Manager to support rescue operations and ensure an effective medical emergency response system across all sites.


Job Accountabilities

  • Lead the development, implementation, and management of the company's comprehensive medical emergency management program, ensuring full compliance with health regulations, industry standards, and best practices to safeguard employee well-being and ensure the provision of high-quality medical care.
  • Ensure medical teams are equipped and trained for rapid response to workplace injuries and health crises.
  • Coordinate with first-aid responders, ambulance services, and nearby hospitals for effective medical emergency management.
  • Oversee the stocking, maintenance, and availability of medical equipment and first-aid supplies as per ministry of health requirement.
  • Assist the Emergency Response Manager in rescue operations during major incidents, ensuring timely medical response, providing immediate care as needed, and coordinating the evacuation or transfer of injured employees to appropriate medical facilities.
  • Maintain up-to-date information on the projects nearest hospitals and healthcare facilities, including their contact details, specialties, and capabilities, to ensure the most appropriate care is delivered quickly and effectively during emergencies.
  • Participate in incident investigations and support the proper classification of incidents based on the severity of injury or illness, in accordance with the approved procedure.
  • Support emergency response drills, medical evacuation simulations, and crisis preparedness exercises.
  • Develop and manage comprehensive occupational health surveillance programs, including pre-employment checks, routine health assessments, and evaluations for high-risk activities, to monitor employee health trends, ensure early detection of occupational illnesses and the implementation of appropriate interventions.
  • Provide medical expertise and guidance to senior leadership, managers, and employees, ensuring all health-related matters are handled effectively, efficiently, and in alignment with organizational goals.
  • Lead the implementation of health and wellness initiatives, promoting proactive health management, mental health awareness, and employee wellness programs to enhance overall organizational health.
  • Develop preventive health initiatives, including vaccination drives, ergonomics programs, and mental health support.
  • Ensure compliance with national and international occupational health and safety regulations (e.g MOH, GOSI etc).
  • Monitor and evaluate the effectiveness of health interventions, conducting regular reviews and audits of medical performance, identifying trends, and developing strategies for continuous improvement.
  • Ensure the effective management of medical records and documentation, maintaining confidentiality, ensuring accurate and up-to-date health records, and preparing necessary reports for internal and external stakeholders.
  • Collaborate with government health departments and regulatory bodies for inspections and compliance assessments.
  • Ensure a seamless communication channel among all site medical teams for swift response coordination.
  • Communicate effectively with employees, ensuring they are informed and aware of the company’s medical services, health benefits, and wellness initiatives.
  • Lead and manage the development and implementation of training programs for medical staff, first responders, and employees on health-related topics, including first aid, emergency medical response, and occupational health management.
  • Train employees in first-aid, CPR, and workplace health best practices.
  • Mentor and develop the medical team by providing ongoing professional development opportunities, conducting performance evaluations, and supporting career advancement within the medical field.
  • Develop awareness programs on lifestyle diseases, substance abuse, and hygiene to enhance workforce health.
  • Establish strong working relationships with project managers, HSE teams, and external healthcare providers.

Necessary Knowledge and Experience

  • Minimum of 10 years of experience in occupational health, emergency medical response, or industrial healthcare.
  • Extensive knowledge of workplace injuries, trauma care, and medical risk management in a high-risk environment.
  • Experience in medical emergency drills, mass casualty response, and rescue operations in industrial or construction settings.
  • Strong understanding of occupational health regulations, workers’ compensation, and compliance requirements (OSHA, ISO 45001, KSA labor law).
  • Hands-on experience with emergency medical equipment (AEDs, stretchers, oxygen tanks, trauma kits).
  • Proven ability to coordinate with emergency response teams, hospitals, and regulatory health authorities.
  • Experience in developing health surveillance programs (fitness-for-duty screenings, periodic health assessments).

Education and Certification Minimum Requirements

  • Bachelor’s degree in nursing (BSN), Emergency Medical Services, Occupational Health, or a related field.
  • Advanced certifications in emergency medicine or trauma care (e.g., EMT-P, Advanced Cardiac Life Support (ACLS), Basic Life Support (BLS), Pre-Hospital Trauma Life Support (PHTLS)).
  • Certified Occupational Health Nurse (COHN) or similar occupational health certification preferred.
  • Registered Nursing License (RN) or equivalent in the Kingdom of Saudi Arabia.
  • First Responder or Advanced First Aid certification is a plus.

Job Specific Technical Skills

  • Expertise in managing workplace medical emergencies, trauma care, and on-site stabilization.
  • Strong understanding of occupational diseases, ergonomic risks, and preventive healthcare measures.
  • Ability to support rescue operations and work closely with the Emergency Response Manager in crises.
  • Experience in planning and conducting emergency medical drills, simulations, and evacuation exercises.
  • Familiarity with workplace health regulations (OSHA, ISO 45001, local health laws).
  • Proficient in operating first-aid kits, AEDs, oxygen tanks, splints, and other emergency medical devices.
  • Ability to conduct pre-employment and periodic health screenings, monitor health hazards, and mitigate risks.
  • Experience in maintaining medical records, preparing health reports, and managing compliance documentation.
  • Strong ability to train employees on health and first-aid topics while ensuring clear communication in emergencies.
  • Ability to liaise with hospitals, regulatory bodies, and emergency responders for coordinated healthcare support.
  • Experience in leading on-site medical teams across multiple construction projects.
  • Must be available and responsive to company emergency hotlines and internal medical alerts.
  • Ensure adequate stock of medical supplies in site clinics and regularly monitor their expiry dates to maintain compliance and readiness.
  • Ensure all site medical cases, including first aid cases, are properly documented, categorized, and analyzed for trends, while maintaining records and informing relevant departments as needed.
  • Establish proactive measures and response protocols for seasonal flu outbreaks, contagious disease spreads, and pandemic-like situations to minimize health risks and ensure workplace safety.
  • Orchestrate medical camps and health awareness campaigns tailored to site conditions, ensuring accessibility and relevance to workers' health needs.
