Multimedia Production Specialist-PIO

This position performs a full range of video production duties to inform the public and promote County programs, services, and events. This position is responsible for managing Escambia County's television channel (ECTV) including producing live broadcasts of all Escambia County Board of County Commission meetings This position plans and facilitates studio and field-based video productions, including the planning, script writing, directing, filming, editing, sound mixing, graphic design, and output on a wide range of topics. This individual may assist Community and Media Relations staff with other internal and external communication projects beyond video production. This position reports to the Director of Communications and Public Information and is required to work with multiple Departments and individuals at all levels of the organization, in addition to serving on the crisis communication team during hurricanes and other disasters. The ideal candidate for this position should be creative and able to work well in a fast-paced environment.


This is a "mandatory testing" position that requires Drug Testing.


EXAMPLES OF DUTIES

Provides audio/visual needs for county commission meetings by operating cameras, audio board, switcher, audio/video recorders, lighting equipment, varied types of microphones, master control system, cablecasts, and webcasting/video streaming equipment.


Responsible for meeting preparation, including setup of room, collection and loading of presentations from other departments and agencies, building graphics, testing equipment, scheduling digital encoding of events; coordinates closed captioning coverage and webcasting and video streaming services.


Creates visual work that can be used across multiple platforms, including, but not limited to, print, web, mobile, video, social media, email, and PowerPoint.

Directs, produces, films, and edits videos on various topics, including but not limited to, county projects and programs, special events, meetings, public service announcements, and programs for website streaming, television, and social media; directs and coaches on-camera talent, spokespeople and presenters.


In cooperation with other staff, coordinates pre-production and production planning activities; conducts field-based and studio video production, which involves interacting with individuals from all levels of the organization as well as members of the public; operates all video and audio equipment; transports and sets up lighting and audio equipment as required; provides limited troubleshooting and maintenance of field production equipment.


Plans and performs video post-production tasks which include reviewing footage, making editorial decisions, rough cuts, audio adjustment, color correction, and final editing; computer graphics and special effects for video post-production in accordance with the overall production concepts; compresses video projects for output; makes video products available in a variety of formats; coordinates internal and external duplication services as required.


Responsible for scheduling ECTV programming


Oversees the operation of the studio at the Escambia County Central Office Complex and the Board of County Commissioners studio at the Ernie Lee Magaha Government Building.


Provides limited troubleshooting of video, audio, and lighting equipment; makes recommendations to the department for software and equipment purchases; develops and maintains equipment inventory controls.


Supports other members of the Community & Media Relations Office in the performance of their duties as needed, including special events and other duties as assigned.


Serves as a member of the County's emergency management team and will be required to work at the Emergency Operations Center throughout a crisis event including, but not limited to, a hurricane or other declared disaster.


TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:


Training and Experience:

Associate's Degree with a major in or specialized coursework in public relations, broadcast journalism, communications, radio/television, or a related field and a minimum of two years of experience in a Broadcast or Cable production department.


Licenses and Certifications:

Valid Driver's license from state of residence


Preferred Qualifications:

Experience with broadcasting and studio operations, including live streams and TV channel scheduling

Experience with a variety of technical studio equipment, including mics, sound boards, streaming equipment, graphics, and lighting

Strong work ethic with the ability to work well in a fast-paced environment

Strong interpersonal skills and a team player


Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):

proficient in Adobe Creative Suite, including Adobe Premiere Pro, and/or Apple Final Cut Pro editing software

knowledge of professional video production procedures, practices, techniques, and terminology

studio production with multi-camera shooting

cinematography

professional television production equipment operation, including video cameras and recorders, audio recording equipment, file compression, video switching, character generation, graphics manipulation, lighting, and post-production equipment

advanced computer operations

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker.
