AGENCY SUMMARY
The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.
This position has an annual rate of $70,000.00.
The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.
Job Description
POSITION SUMMARY
The Motor Vehicle Manager supports the regulatory oversight and operational alignment of motor vehicle programs administered by Service Oklahoma. This position works closely with the Motor Vehicle Division to assist with statutory interpretation, administrative rule review, and regulatory guidance to ensure motor vehicle programs are implemented consistently and in compliance with applicable laws and policies. This role helps identify regulatory gaps, support rulemaking processes, and ensure operational practices align with statutory and administrative requirements.
POSITION RESPONSIBILITIES

Regulatory and Policy Support
- Assist with the review and interpretation of Oklahoma statutes and administrative rules related to motor vehicle programs.
- Support the development, review, and updating of administrative rules affecting motor vehicle services.
- Provide regulatory guidance to internal teams to ensure motor vehicle operations align with statutory and administrative requirements.
- Assist in identifying statutory or regulatory gaps and support leadership in developing recommendations or proposed updates.
Motor Vehicle Division Support
- Serve as a liaison between the Regulatory Services Division and the Motor Vehicle Division to support consistent implementation of motor vehicle policies and procedures.
- Assist with researching and resolving regulatory or operational questions related to motor vehicle programs and transactions.
- Support the implementation of new legislation, rule changes, or policy updates affecting motor vehicle operations.
- Coordinate with internal teams to ensure operational processes reflect regulatory requirements.
- Support documentation and communication of regulatory updates affecting motor vehicle programs.
Issue Resolution and Analysis
- Research complex or escalated motor vehicle regulatory questions and provide recommendations to leadership.
- Track regulatory issues, trends, and operational challenges affecting motor vehicle programs.
- Assist in developing guidance, documentation, or training resources related to regulatory updates or policy changes.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in public administration, business administration, legal studies, criminal justice, or a related field, or equivalent professional experience.
- Five (5) years of experience in motor vehicle services, regulatory programs, government administration, policy analysis, or a related field.
- Experience interpreting statutes, administrative rules, or regulatory requirements.
- Strong analytical, research, and problem-solving skills.
- Strong written and verbal communication skills.
PREFERRED QUALIFICATIONS
- Experience working with motor vehicle programs, titling and registration, or driver license related regulatory functions.
- Knowledge of Oklahoma motor vehicle statutes and administrative rules.
- Experience supporting administrative rulemaking or legislative implementation.
- Experience working in a state regulatory or compliance environment.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of regulatory and compliance frameworks within state government.
- Ability to analyze statutes, administrative rules, and policy guidance.
- Ability to translate regulatory requirements into operational guidance.
- Strong organizational skills and ability to manage multiple priorities.
- Ability to collaborate effectively with cross-functional teams and stakeholders
SPECIAL REQUIREMENTS

This position may require occasional travel. The selected candidate must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel. Possession and maintenance of a valid Oklahoma Driver License is required.
