Job Scope:
The Network Developer is responsible for identifying, evaluating, and developing opportunities for expanding the IPT’s retail network. The role ensures that new and existing projects align with the company’s network development strategy by assessing potential sites, monitoring competition, maintaining project data, and coordinating with internal and external stakeholders to achieve sustainable business growth.
Main Duties and Responsibilities:
Market & Competition Analysis
- Monitor competitors’ activities and provide regular updates to the Strategy Manager regarding new developments.
- Stay informed about land-use planning, infrastructure projects, and urban development plans (e.g., roads, municipalities, town expansions) within the assigned region.
- Analyze market potential, including traffic flow, population growth, and competitive presence, to identify strategic opportunities for expansion.
Site Identification & Evaluation
- Investigate opportunities for creating, rebuilding, or acquiring service stations in alignment with the company’s strategic objectives.
- Evaluate potential sites based on technical, financial, and operational feasibility studies.
- Ensure that only projects meeting the company’s minimum investment and profitability criteria move forward.
- Maintain an active and updated project portfolio in line with the affiliate’s network development strategy.
Project Development & Negotiation
- Coordinate with local authorities, government entities, landlords, and property owners during project negotiations and approvals.
- Facilitate external negotiations to secure new sites or renew existing agreements under favorable terms.
- Contribute to closure and disinvestment plans where necessary, ensuring alignment with business strategy.
- Gather and provide data required for post-investment reviews and project performance assessments.
Internal Coordination & Reporting
- Maintain continuous coordination with internal departments such as Operations, Strategy, and SFS (Shops, Food & Services).
- Suggest SFS (Shops, Food & Services) and volume potential for identified markets or locations.
- Maintain and update a comprehensive database of identified projects, including location details, landlord contacts, and project status.
- Keep the Management informed about government tenders and opportunities related to roads, cities, and airports within the assigned area.
- Monitor rental market trends and update management regularly on relevant changes.
- Conduct regular field visits within assigned sub-sectors (typically Sunday to Wednesday) and perform data updates and reporting on Thursdays.
Government Relations & Compliance
- Ensure full compliance with licensing, environmental regulations, and industry requirements.
- Handle issues that may arise with authorities and ensure smooth resolution.
- Stay updated on new laws and policies affecting the oil & gas retail sector in KSA.
Requirements:
- Bachelor’s degree in Business Administration, Civil Engineering, or a related field.
- Minimum 3–5 years of experience in network development, real estate, or retail expansion (preferably in fuel or Oil & gas sector).
- Strong negotiation and communication skills.
- Analytical mindset with the ability to assess financial and operational feasibility.
- Sound understanding of real estate and urban development processes.
- Excellent organizational and reporting abilities.
