NIH/NIAID Scientific Computing Service Delivery Lead

ECS is seeking a Scientific Computing Service Delivery Lead to work remotely. Please Note: This position is contingent upon contract award.

ECS is seeking an experienced NIH NIAID Scientific Computing Service Delivery Lead to work remotely providing leadership and oversight for the Scientific Computing task area, ensuring the efficient and effective delivery of OEB Infrastructure services. The Scientific Computing Service Delivery Lead will be responsible for the day-to-day management and oversight of work performed under this task order.

Key Responsibilities:

  • Scientific Computing Leadership:
  • Assist with the planning, implementation, and supporting of NIAID in Process Maturity and Agile transition, including Agile Coaching, business process development at the team and organizational levels, and training team members in Agile and Lean concepts.
  • Assist with analytical and functional support for new business processes and workflows to streamline delivery of OEB Services.
  • Project Management:
  • Assist with project management to ensure the efficient delivery of OEB Infrastructure services.
  • Collaborate with stakeholders to ensure smooth project execution and resolve any issues that may arise.
  • Research and Development:
  • Assist with the research and development of emerging HPC technologies to identify potential technologies to address NIAID's research needs.
  • Collaborate with stakeholders to ensure the effective implementation of new technologies.
  • Reporting and Communication:
  • Ensure timely and accurate reporting of Scientific Computing task area status and other relevant information.
  • Collaborate with stakeholders to ensure smooth execution of Scientific Computing task area responsibilities and resolve any issues that may arise.
  • Collaboration and Coordination:
  • Collaborate with stakeholders to ensure smooth execution of Scientific Computing task area responsibilities and resolve any issues that may arise.
  • Coordinate with team members to ensure effective Scientific Computing task area management and delivery.

Requirements:

  • The Scientific Computing Service Delivery Lead shall have documented experience with Scientific Computing and project management.
  • The Scientific Computing Service Delivery Lead shall have experience with leadership and oversight, including assisting with the planning, implementation, and supporting of NIAID in Process Maturity and Agile transition.
  • The Scientific Computing Service Delivery Lead shall have excellent communication and reporting skills, with the ability to deliver timely and accurate reports.
  • The Scientific Computing Service Delivery Lead shall have strong collaboration and coordination skills, with the ability to work effectively with stakeholders and team members.
  • The Scientific Computing Service Delivery Lead shall have experience with research and development of emerging HPC technologies.
  • Reports on Scientific Computing task area status
  • Portfolio Management of projects, products, initiatives
  • Scientific Computing Leadership
    • Assist with providing oversight and leadership of the Scientific Computing task area.
    • Report on task area status to OEB leadership.
    • Serve as a point of contact for OEB leadership for task area responsibilities.
    • Report on technical outages occurring over the past 24 hours. Report is due Monday through Friday by 8AM (excluding federal holidays and other government closure days).
  • Scientific Instrumentation Support
    • Provide support for the integration and operation of scientific instrumentation with NIAID's IT environment.
    • Assist scientific instrumentation owners with the selection and evaluation of new scientific technology to be integrated with the NIAID network to ensure compatibility and performance.
    • Optimization of scientific instrumentation, including performance tuning of IT resources and equipment, development of pipelines and workflows to ensure data availability and protection, and integration with other IT systems.
    • Architecture design and implementation of modern technology to better support scientific instrumentation at NIAID, including anticipation of upcoming user needs and testing of emerging technologies to meet those needs.
    • Report on technical outages occurring over the past 24 hours. Report is due Monday through Friday by 8AM (excluding federal holidays and other government closure days).
  • High Performance Computing (HPC)
  • Development, implementation, and operation of NIAID's HPC environment, including but not limited to cluster resources at multiple NIAID sites, as well as HPC in the cloud.
  • Day-to-day operations to ensure availability of NIAID's HPC resources and associated technologies, including but not limited to compute, storage, cluster interconnects, data transfer systems, and monitoring and management tools.
  • Design and engineering of new cluster capabilities, including physical on-premises clusters and cloud-based clusters, data storage systems and storage filesystems, high-performance cluster networking systems, and other associated systems, in alignment with NIAID organizational goals and reflective of user requirements.
  • Research and development of emerging HPC technologies, to identify potential technologies to address NIAID's research needs.
  • Report on technical outages occurring over the past 24 hours. Report is due Monday through Friday by 8AM (excluding federal holidays and other government closure days).
Salary Range: $160,000 - $190,000

General Description of Benefits

Requirements:
  • Bachelor's degree in computer science, Information Security, or related field.
  • Active Public Trust or higher security clearance.
  • Candidate performing these tasks shall have documented experience with the general technologies supporting the scientific-specific technologies and systems that NIAID researchers utilize for data acquisition, processing, analysis and sharing, specifically concerning scientific instrumentation and HPC.
  • Personnel in this subtask shall also have documented experience and knowledge of working in a scientific research organization, with an emphasis on biomedical research.
  • Relevant certifications such as PMP, ITIL v4 Foundation, SAFe, COMP, Security+, CompTIA, etc.
  • Reside within the Washington DC Metro area.
  • Travel within the Washington DC Metro Area, and CONUS as needed.
