NOC Officer

NCRi Solutions is looking for the NOC Officer for one of the biggest Conglomerate clients based in UAE to focus on obtaining and managing all necessary No Objection Certificates (NOCs), permits, and clearances required for project execution. This role involves coordinating with local authorities and internal project teams to ensure regulatory compliance, facilitate smooth project progress, and proactively manage renewals to prevent delays in site establishment, construction, and utility connections.

Key Responsibilities:

• Identify and secure project site plots by liaising with owners and relevant authorities.
• Obtain NOCs from various regulatory bodies, including RTA, DEWA, Municipality, Civil Defense, and others.
• Submit and follow up on applications for permits and approvals through official portals or physical visits.
• Proactively track and renew expiring NOCs and permits to ensure continuous, legal site operations.
• Collaborate with site managers and engineers to understand specific NOC requirements for different project phases.
• Maintain a comprehensive and updated tracker/log of all NOCs, permits, and clearances.
• Ensure that site establishment and construction activities align with the conditions stipulated in the issued NOCs.
• Represent the organization during meetings with government authorities regarding regulatory approvals.
• Reports to the Site Manager or Site Engineer and works closely with project teams.
• Regularly interacts with UAE government authorities (e.g., RTA, DEWA, Civil Defense), clients, and consultants.

Qualifications

• Thorough knowledge of UAE authority regulations and procedures (e.g., RTA, DEWA, Municipality, Trakhees).
• Strong understanding of substation/project construction requirements and site operations.
• Excellent organizational, planning, analytical, and problem-solving abilities.

Experience

• Minimum 7–10 years of relevant experience in the UAE.
• Demonstrated success in obtaining NOCs and permits for construction or substation projects.
• Experience in handling complex regulatory compliance and coordinating with multiple external stakeholders.
