GENERAL DESCRIPTION
The IT Procurement Specialist serves as a key member of the IT procurement and budgeting team, working closely with experienced IT procurement and budget analysts. The position coordinates and processes technology-related purchases under $50,000, assists with financial documentation and reporting, and helps ensure compliance with State of Texas procurement requirements. The role also manages telecommunications service requests and contributes to software inventory, vendor coordination, and administrative support for broader team operations.

ESSENTIAL POSITION FUNCTIONS
IT Procurement Coordination
-
Coordinate and process purchase requisitions for IT software and services under $50,000.

Solicit vendor quotes and collaborate with senior IT procurement and budget analysts to review responses for accuracy and compliance.

Prepare and submit required State of Texas procurement documentation.

Support team procurement strategies and ensure adherence to agency policies and state rules.
Telecommunications Coordination

Serve as the primary point of contact for cable and internet service providers.

Process service requests, outages, cancellations, and renewals in coordination with senior analysts.
Invoice and Financial Management
-
Assist with resolving invoice discrepancies for IT purchases and services.

Ensure timely and accurate processing of invoices for IT-related purchases and services.

Work in partnership with other analysts to support financial reconciliation and documentation.
Software and License Support

Support software license requests, troubleshooting, and user-access needs.

Assist with software inventory documentation and reporting.
Administrative and Ad Hoc Duties

Provide administrative support to IT procurement and budgeting team operations.

Assist senior analysts with special projects to enhance reporting, compliance, and process efficiency.

Performs related work as assigned.

Maintains relevant knowledge necessary to perform essential job functions.

Attends work regularly in compliance with agreed-upon work schedule.

Ensures security and confidentiality of sensitive and/or protected information.

Complies with all agency policies and procedures, including those pertaining to ethics and integrity.
Qualifications
MINIMUM QUALIFICATIONS
IT Business Analyst I:
-
Education: Graduation from high school or equivalent
-
Education: Associate’s degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: software management, business administration, information technology, management information systems, project management, or program management

Experience with asset and software management.

Knowledge of IT software, hardware, licensing, and vendor management practices.

Skill in handling multiple tasks, prioritizing, and meeting deadlines

Strong organizational, communication, and customer service skills.

Skill in effective oral and written communication

Skill in exercising sound judgment and effective decision making

Ability to collaborate effectively as part of an IT procurement and budgeting team and work closely with senior analysts.

Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)

Ability to arrange for personal transportation for business-related travel

Ability to work more than 40 hours as needed and in compliance with the FLSA

Ability to lift and relocate 30 lbs.

Ability to travel (including overnight travel) up to 5%
IT Business Analyst II – All of the above qualifications for an IT Business Analyst I, plus:

Education: Bachelor’s degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: software management, business administration, information technology, management information systems, project management, or program management
PREFERRED QUALIFICATIONS

Experience with Service Now and CAPPS.

Experience with vendor management.

Knowledge of State of Texas procurement rules and CAPPS Procurement module.
