Job Description:

At EFSIM KSA, we are looking for a highly experienced and commercially driven OEM & AMC Procurement Specialist to lead strategic sourcing, lifecycle management, and commercial negotiations for OEM partnerships and Annual Maintenance Contracts (AMCs) across our project portfolio in Saudi Arabia.


Role Overview:

This role is critical in ensuring cost optimization, operational continuity, compliance, and risk mitigation across mission-critical MEP, ELV, BMS, life-safety, and specialized systems while supporting EFS commercial objectives and ensuring alignment with Kingdom regulatory frameworks.


Key Responsibilities:

  • Develop and manage the OEM master vendor database across HVAC, BMS, ELV, Fire & Life Safety, Vertical Transportation, Generators, Water Treatment, Kitchen Equipment, and specialized systems.
  • Validate OEM authorization status, principal-agent relationships, Saudi CR, VAT registration, and Saudization compliance.
  • Conduct annual vendor performance reviews covering response times, spare parts availability, warranty support, technical expertise, and service quality.
  • Negotiate OEM framework agreements, rebates, volume discounts, extended warranties, and long-term pricing agreements.
  • Manage Approved Vendor Lists (AVL) ensuring compliance with HSEQ, ESG, IKTVA, NCAR, and EFS procurement standards.
  • Lead vendor onboarding through due diligence, financial assessments, ISO verification, references, and compliance reviews.
  • Build and maintain a centralized AMC register across all EFSIM KSA projects covering contract values, renewal schedules, SLA structures, and risk classifications.
  • Lead AMC renewal planning, RFQ issuance, technical-commercial evaluations, and negotiation strategies.
  • Negotiate AMC contracts using benchmarking, cost analysis, and market intelligence to achieve annual cost optimization targets.
  • Structure contracts with clearly defined SLAs, deliverables, exclusions, escalation procedures, penalties, and exit clauses.
  • Lead complex commercial negotiations using TCO modelling, should-cost analysis, and strategic sourcing methodologies.
  • Deliver annual procurement savings targets aligned with organizational financial objectives.
  • Optimize payment terms and working capital management while aligning vendor terms with client receivable cycles.
  • Draft, review, and finalize OEM and AMC contracts in coordination with Legal and Commercial teams.
  • Ensure compliance with Saudi Commercial Law, ZATCA e-invoicing (Fatoora), VAT regulations, Saudization requirements, Civil Defense, and SASO standards.
  • Maintain back-to-back contractual alignment between client agreements and subcontracted vendor scopes.
  • Manage contract renewals, variations, claims, disputes, terminations, and audit documentation.
  • Maintain centralized contract repositories with version control and audit traceability.
  • Manage end-to-end procurement operations including requisition validation, RFQs, bid evaluations, PO issuance, GRN coordination, and invoice reconciliation.


What We’re Looking For:

  • 8+ years of experience in Procurement, Contracts Management, Strategic Sourcing, or Supply Chain Management within Facilities Management, MEP, Infrastructure, or Technical Services environments.
  • Strong knowledge of OEM partnerships, AMC management, MEP systems, ELV systems, Fire & Life Safety, BMS, and specialized technical services.
  • Proven expertise in commercial negotiations, contract administration, procurement strategy, and cost optimization.
  • Strong understanding of Saudi regulatory frameworks including ZATCA, SASO, MoMRA, Saudization/Nitaqat, and local procurement compliance requirements.
  • Experience with ERP/JDE systems, procurement analytics, vendor governance, and operational procurement management.
  • Excellent stakeholder management, leadership, analytical, and negotiation skills.


Educational Qualifications:

  • Bachelor’s Degree in Engineering, Supply Chain Management, Procurement, Business Administration, or related discipline.
  • Professional certifications such as CIPS, PMP, CPSM, or equivalent procurement/commercial certifications will be an added advantage.
