The Opportunity
WSDOT is currently seeking a motivated Office Engineer (TE3) to join the Northwest Region’s SnoKing Construction Office. In this leadership role, you will oversee contract administration and office engineering functions that keep complex transportation construction projects moving forward. This position contributes directly to the safety, reliability, and quality of Washington’s infrastructure by ensuring contract compliance, maintaining accurate project documentation, supporting equitable contractor payment processes, and guiding an engineering and technical team. What to Expect
In this role, you will manage contract processes, support daily project management functions, and supervise assigned staff. Your work will ensure projects meet contract requirements, stay on schedule, and maintain high-quality documentation. This position includes coordination with contractors, project engineers, specialty groups, and external partners.


Among the varied range of responsibilities held within this role, you will:

  • Supervising office engineering staff by planning, assigning, and reviewing work; conducting performance evaluations; and supporting training and development.
  • Developing Estimate-to-Complete by analyzing remaining scope, forecasting on staffing needs, and evaluating schedule impacts to project costs.
  • Overseeing contract payment processes, including reviewing field documentation, verifying quantities, and ensuring compliance before issuing payments.
  • Managing contract change processes by analyzing issues, calculating estimates, and preparing change orders and supporting documentation.
  • Coordinating with project engineers, field staff, contractors, and specialty groups to clarify scope, confirm details, and support timely resolution of change-order work.
  • Preparing and reviewing plan change notices, control sets, and formal correspondence documenting decisions and contract actions.
  • Providing regular updates to managers and project leaders about project status, contract changes, and emerging risks and schedule impacts.
  • Overseeing the flow of RFIs and submittals, ensuring timely internal and external coordination and responses.
  • Tracking and managing project documents using systems such as Primavera P6, Unifier, CCIS, SharePoint, and Microsoft Office tools.
  • Tracking project utilization goals such as DBE utilizations and apprenticeship requirements using B2Gnow and L&I database.
  • Maintaining complete and accurate project records, including compliance documentation and closeout materials.
  • Developing agendas, preparing documents, and leading meetings related to project coordination, compliance, and schedule impacts.
  • Reviewing contractor schedules and assisting with developing the owner’s schedule, providing analysis of delays and schedule risks.
  • Perform other duties as needed to support project and organizational goals.


Qualifications

To be considered for this opportunity, the following competencies are required:

  • Construction Contract Administration: Experience applying civil engineering principles, practices, and methods to support the administration and oversight of transportation construction projects.
  • Leadership & Staff Support: Demonstrated ability to lead tasks and coordinate multiple staff and concurrent construction projects ensuring work is completed in accordance with engineering standards, contract requirements, and project goals.
  • Project Coordination & Controls: Proficiency in managing construction schedules, changing order processes, and project controls, including tracking progress, evaluating impacts, and supporting documentation for contract adjustments.
  • Analytical & Quantitative Skills: Experience using strong mathematical and analytical skills to develop accurate quantity takeoffs, cost estimates, and verification of contract pay items.
  • Technical & Administrative Communication: Ability to prepare clear, accurate, and concise technical correspondence, reports, memos, and contractor communications.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also demonstrate:

  • Construction Office Engineering: Experience supporting active construction projects through office engineering functions, including documentation, payment review, and coordination with field teams.
  • Staff Supervision: Competence supervising technical or engineering staff, including directing workloads for multiple team members.
  • Contract Administration: Knowledge and experiences with contract administration procedures of different project delivery methods, including Design-Bid-Build, Design-Build, and Progressive Design-Build.
  • Standards & Manual Proficiency: Knowledge of the WSDOT Construction Manual, Design Manual requirements, and applicable utility coordination standards.
  • Software & Systems Proficiency: Skill in using Primavera P6, Unifier, SharePoint, and Microsoft Office applications to support project administration.
  • Technical Certification: Certification in civil engineering, construction management, or a related discipline.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
