The Office of Cybersecurity (OCS) has the essential role and responsibility for the State of New Mexico (SoNM) Information Technology (IT) security program in coordination with state agencies. Federal oversight requires state agencies to perform procedures necessary to ensure the security of information systems and federal data sets are protected from cyber attacks.

To maintain an adequate security posture by developing appropriate IT security policies, standards, and procedures with periodic updates to accurately reflect ever changing technology, legislative and user needs.

The OCS has the responsibility in protecting and monitoring the State of New Mexico's technology infrastructure and digital assets, including state agencies, mission critical systems and data.

Cyber attacks are dramatically increasing, and cybersecurity operations are facing new challenges. Cybersecurity is not just an IT problem anymore, it is a critical business risk, homeland security and public safety threat, voter confidence issue, and an economic development opportunity.

Technology continues to evolve, the cybersecurity landscape is constantly changing, increasing potential vulnerabilities and risk. Therefore, it is critical for the states Chief Information Security Officer (CISO) to acquire additional staff.

Why does the job exist?

The Senior Cybersecurity Project Manager position is critical for providing senior-level leadership and oversight of complex cybersecurity initiatives. This role ensures compliance with Frameworks like NIST 800-53, supports incident response strategies, and enforces governance standards necessary to protect sensitive systems and data. Beyond technical expertise, the Senior Cybersecurity Project Manager will serve as a strategic liaison between OCS, state agencies, educational institutions, local public bodies, tribal entities and other political subdivisions.

The Senior Cybersecurity Project Manager is essential for managing statewide vendor agreements, large budgets and subscriber agreements. Ensuring efficient resource allocation is a must.
How does it get done?

  • Cybersecurity Project Leadership - Lead statewide cybersecurity projects by developing detailed plans, timelines, and deliverables. Ensure initiatives align with organization goals and comply with state and federal laws and frameworks like NIST 800-53.
  • Governance and Compliance
  • Establish and enforce governance standards across public entities. Monitor compliance and provide corrective actions to maintain security posture.
  • Incident Response Planning and Testing
  • Lead collaborative development and implementation of Incident Response Plans across public entities. Organize and execute tabletop exercises to validate readiness, identify gaps, and improve response strategies.
  • Vendor, Contract, and Third-Party Risk Management
  • Manage statewide vendor agreements and subscriber contracts to ensure compliance with service-level expectations and security requirements. Oversee third-party risk management by assessing vendor security posture, monitoring compliance and mitigating risks associated with external partners.
  • Reporting and Metrics
  • Prepare detailed reports on program and project progress, risks, and security posture for executive leadership. Define and track KPI's to measure success and drive continuous improvement.

The State Chief Information Security Officer, state agencies, K-12 public schools, higher educational institutions, local governments, tribal entities, and other political subdivisions.

Minimum Qualification

Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.
Employment Requirements

Must possess and maintain current ID or Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs. This position is required to respond to New Mexico Department of Health staff, and the New Mexico Department of Health Operation Center in an event of a disaster or emergency.
