The Aging and Long-Term Services Department (ALTSD) operates New México's Aging and Disability Resource Center (ADRC), the State Ombudsman Program and Office of Indian Elder Affairs (OIEA). ALTSD is also the designated state agency for Adult Protective Services, State Agency Unit on Aging, and is an active partner in New Mexico's Aging Network. Through these divisions, ALTSD supports aging in place by providing services in homes and communities, establishes programs and offers resources to support caregivers, combat senior hunger, encourage healthy and productive aging, and build and sustain capabilities to meet emerging needs and challenges. OIEA manages the Indian Area Agency on Aging (IAAA), supports the efforts of the Navajo Nation Department of Health's Division of Aging and Long-Term Care Support (DALTCS) aka as the Navajo Area Agency on Aging (NAAA), and serves as the office within ALTSD to support New Mexico's 23 Tribes, Pueblos and Nations in the development of a comprehensive and coordinated service system of tribal senior centers and adult day services centers. OIEA¿s general operational functions include advocating for and facilitating state general funding allocations and department funding opportunities, IAAA/NAAA contract management of state general funds, technical assistance, training and assisting ALTSD in understanding and addressing the needs and challenges of the New Mexico's tribes aging population.

Why does the job exist?

Under the guidance of the Director this position provides operational support within the Office of Indian Elder Affairs utilizing an industry data management system, with a primary focus on staff supervision and supporting contract management, compliance and monitoring of Tribal Provider's (senior and adult day centers) transactions, correspondence, agreements or other elements relating to the function of the division. This position will collaborate with other ALTSD divisions and within the Area Agencies on Aging (AAA) to ensure industry and ALTSD resources are maximized for the benefit of New Mexico's 23 Tribes, Pueblos and Nations elders, people with disabilities and caregivers. This position oversees staff management and staff project management, high level communications, interagency program collaborations, stakeholder management, data collection for reporting and performance measures, fiscal contract and contractor management, day to day operations and budget.
How does it get done?

Supports the Director with cross divisional coordination, external inquiries, contractor oversight, contract management, various funding sources management, reporting, performance measures, and issue escalation

Assists in oversight of multiple funding streams, accounting and budget functions

Manages the operations calendar and fiscal year calendar

Supports the Director with OIEA¿s compliance of federal and state Older Americans Act requirements and aligns division processes with applicable regulations, including communication with providers

Directly supervises staff schedule, project management and employee performance

Manages and prepares communications and meetings with tribal providers, internal and external stakeholders

Manages, organizes and implements outreach to tribal providers and stakeholders

Participates in provider, stakeholder, and departmental outreach efforts

Contributes to the development of annual State Tribal Collaboration Act report

Participates in evaluating OIEA services and resources for tribal elders and providers

Participate in operations development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations

Participate in tribal provider training development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations

Participates in creating surveys and special studies to determine needs and guide program planning and evaluation

Assist in developing media tools for outreach, promotion, and training across social media, web, and other platforms

Ideal Candidate

Minimum Qualification

Associate's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, Family Studies/Services, Social Sciences, or Human Services and two (2) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, and/or behavioral health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements

Must possess a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds, and some travel with the occasional travel.
