Office/HR Manager

619 Roofing of San Marcos is a growing roofing and construction company serving residential, commercial, and HOA clients throughout San Diego County. We are a fast-paced, team-oriented company with 30 employees and building the people infrastructure to support that growth. This role is central to that mission.

This is a high-impact, dual-function role that combines full-spectrum HR management with hands-on office operations leadership. We are not looking for someone who will learn on the job. We are looking for someone who can walk in on day one, assess the environment, and immediately contribute. The right candidate thrives in a fast-moving, multi-priority environment, communicates fluently in English and Spanish, and brings proven experience in workers' compensation administration, HR compliance, and operational management.

This is a 3-step interview process. Only candidates who meet all non-negotiable requirements will be considered.

The following are non-negotiable requirements, DO NOT apply if you do not meet all three:

  • 1. Fully Bilingual — English and Spanish (spoken - fluent and written)
  • 2. BambooHR proficiency — hands-on, day-one system readiness required.
  • 3. Workers' Compensation experience — claim filing, ITA reporting, OSHA coordination

Duties and Responsibilities

  • Manage the full recruitment process including job postings
  • HR, Compliance, Workers' Compensation and Safety
  • Own the complete new hire onboarding/offboarding and termination process
  • Administer benefits enrollment and open enrollment: track eligibility
  • Manage COBRA administration process
  • Administer 401k enrollment and compliance through Vestwell:
  • Manage Leave of Absence requests including LOA, CFRA, PDL, and FMLA:
  • Manage and submit timecards for the customer service and estimating departments
  • Partner with leadership to address employee performance, including coordinating improvement plans, conducting workplace investigations.
  • Maintain and update the employee handbook and all HR policies
  • Process Personnel Action Forms (PAFs) for all employee changes
  • Handle Verification of Employment (VOE) requests
  • Manage company cell phone plans
  • Serve as the primary point of contact for all workers' compensation matters including incident intake, employee communication, medical care coordination, claim submission, and case follow-up until closure
  • File all required reports and coordinate OSHA 300 log entries
  • Maintain and update the Injury and Illness Prevention Plan (IIPP), Hazard Communication (HazCom) program, and Safety Data Sheets (SDS) binders for field leads
  • Coordinate and track all required safety trainings: OSHA 10 and 30, Fall Protection, CPR, Forklift, Harassment Prevention, and PPE Inspection
  • Track OSHA certification status for all employees and coordinate scheduling with vendors Office Operations, Administration and Fleet
  • Oversee day-to-day office operations, scheduling, and administrative workflows across multiple departments
  • Supervise, mentor, and support administrative and scheduling staff; assign daily tasks and monitor workload balance
  • Manage scheduling workflows
  • Oversee materials coordination, vendor communication
  • Review - company apparel, office supplies, branded items, and miscellaneous orders
  • Oversee employee engagement activities
  • Coordinate driver eligibility, auto insurance, auto claims, and fleet documentation
  • Maintain MCP, DOT, and FMCSA renewal documentationRequired Qualifications
  • Fully bilingual — English and Spanish: Fluent written and verbal communication required. Must be able to communicate effectively with both office staff and field crews.
  • BambooHR proficiency: Verified, hands-on experience required.
  • Workers' compensation experience: Managing WC claims, filing ITA reports and managing cases from incident to closure.
  • 5 or more years of combined HR and office management experience in a fast-paced, multi-priority environment
  • Proficiency in Microsoft Office
  • Ability to manage multiple priorities simultaneously and shift focus quickly without losing accuracy or detail
  • Demonstrated ability to handle confidential employee records and sensitive matters with discretion and professionalism
  • Ability to work well under pressure in a growing, fast-moving company environment
  • Associate or bachelor’s degree in business administration, or equivalent experience.

Pay: $80,000.00 - $90,000.00 per year
