This position reports to an office in Hopkinsville (Christian Co.), KY and works with a survey team in the following counties: Allen, Ballard, Barren, Butler, Caldwell, Calloway, Carlisle, Christian, Crittenden, Daviess, Edmonson, Fulton, Graves, Grayson, Hancock, Henderson, Hickman, Hopkins, Livingston, Logan, Lyon, McCracken, McLean, Marshall, Muhlenberg, Ohio, Simpson, Todd, Trigg, Union, Warren, and Webster. Description
The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has Six Divisions: Division of Regulated Child Care, Division of Health Care, Division of Audits and Investigations, Certificate of Need, Division of Telehealth Services, and the Division of Kentucky Health Information Exchange. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, conducting Medicaid fraud and other types of complaints for the Cabinet. OIG is also responsible for managing Kentucky's Health Information Exchange, which is the technical infrastructure that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information.

The OIG Nurse Surveyor I (Licensed Practical Nurse) position under direction is responsible for the enforcement of state licensing regulations for health care facilities and services, performs guided certification surveys and investigations to determine compliance with The Centers for Medicare and Medicaid Services (CMS) regulations. The OIG Nurse Surveyor I (LPN) learns to complete all aspects of the survey process, completes training and obtains Surveyor Minimum Qualifications Test certification.

This position does require extensive in-state travel, overtime, weekend work, and overnight stays depending on the type of survey and the location of the facility being inspected. This position requires the physical ability and energy to traverse large healthcare facilities for extended periods of time during surveys and inspections.

Responsibilities and Duties:
  • Under direction assists senior surveyors and learns to complete all aspects of the annual Long-Term Care (LTC) recertification survey process to determine compliance with requirements related to the Medicare and Medicaid programs.
  • Under direction conducts routine, acute, continuing care, and LTC surveys to include initial certification, and complaint investigation surveys.
  • Conducts surveys utilizing observation, interview, and record review skills to assess the care of the ill, injured, or infirmed.
  • Collects and analyzes nursing assessment data to determine compliance with regulatory requirements.
  • Under direction assists in the development of program information, analysis of situation, and explanatory material, to include written communication, reports, and statements of deficiency.
  • Under direction evaluates corrective measures taken in instances where there is failure to comply with prescribed rules, regulations, and policies.
  • Under direction assists senior surveyors to explain rules, regulations, and policies to health service facilities to ensure compliance with State and Federal regulatory requirements.
  • Other duties as assigned.

  • Ability to be flexible with work schedules, work assignments, travel, and overtime needs.
  • Excellent writing and speaking skills.
  • Proficiency with use of computers, tablets, smart phones for daily tasks.
  • Physical ability and energy to traverse large healthcare facilities for extended periods of time during surveys and inspections.
  • Ability to work mandatory overtime and weekends when needed.
  • Ability to travel and stay overnight for several days depending on the location, length and type of survey being conducted.

EXPERIENCE, TRAINING, OR SKILLS: Must have one year experience as a Licensed Practical Nurse.


Substitute EDUCATION for EXPERIENCE: A bachelor's degree will substitute for one year as a Licensed Practical Nurse.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be licensed in Kentucky as a practical nurse or possess a valid work permit issued by the Kentucky Board of Nursing. KRS 314.041 ; http://www.kbn.ky.gov/. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Work is typically performed in a healthcare setting, involves traversing health care facilities, and will sometimes require observation of home health agencies in private residences. Overtime, travel, overnight stays, and weekend work are required if on survey team.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
