JOB SCOPE
The Proposal & Bid Manager is responsible for leading the end-to-end development and coordination of consultancy proposals and PPP/O&M tender submissions for OAI, ensuring all submissions are strategic, compliant, and aligned with client and organizational objectives. The role involves collaborating with cross-functional teams to develop technical and commercial solutions, managing stakeholder engagement, supporting airports due diligence and advisory activities, and ensuring high standards of quality, governance, and submission management while contributing to business growth, partnership development, and continuous improvement initiatives.
Key ACCOUNTABILITIES
1. Proposal Development (Consultancy Focus)

Lead the end-to-end development of high-quality, client-centric proposals for airport consultancy assignments

Craft compelling technical and commercial narratives that clearly articulate the capabilities, experience, and differentiators of Oman Airports
-
Translate client requirements into tailored solutions covering airport operations, management, optimization, and advisory services

Ensure proposals are compliant, persuasive, and aligned with client objectives and evaluation criteria

Collaborate with subject matter experts to integrate technical inputs into cohesive, well-structured submissions
-
Maintain a library of standardized proposal content, case studies, and credentials
2. Bid Management (PPP & O&M Contracts)

Analyze Request for Proposals (RFPs), RFQs, and tender documents for PPP, concession, and O&M opportunities
-
Develop bid strategies, compliance matrices, and submission plans aligned with tender requirements

Coordinate the preparation of technical, financial, and commercial submissions in line with deadlines and governance processes

Ensure alignment between technical proposals and financial models, risks, and contractual obligations
-
Manage clarifications, addenda, and client communications during the bid phase
3. Interdisciplinary Team Leadership

Lead and coordinate cross-functional bid teams including finance, legal, technical, operations, and external advisors

Define roles, responsibilities, timelines, and deliverables for each bid or proposal

Facilitate workshops and review sessions to ensure consistency, quality, and alignment across all submission components

Drive accountability and maintain momentum to meet tight submission deadlines
4. Airport Due Diligence & Advisory Input

Conduct and coordinate airport due diligence activities, including operational, technical, financial, and commercial assessments

Integrate due diligence findings into bid strategies and proposal positioning

Provide advisory input on airport performance improvement, operational efficiency, and revenue optimization

Support feasibility studies and market assessments for potential investments and consultancy engagements
5. Quality Assurance & Governance

Ensure all submissions meet internal quality standards and external compliance requirements

Implement structured review processes (technical, commercial, legal) prior to submission
-
Maintain version control, document management, and audit trails for all bid documentation
-
Ensure adherence to corporate governance, branding, and confidentiality standards
6. Stakeholder Engagement & Client Focus

Engage with internal leadership to align bid strategy with corporate objectives
-
Interface with clients, partners, and stakeholders to clarify requirements and strengthen proposal positioning
-
Support partnership development, including coordination with consortium members for PPP bids
-
Represent the organization in pre-bid meetings, presentations, and clarifications
7. Continuous Improvement & Knowledge Management
-
Capture lessons learned from submitted bids and proposals to improve future success rates
-
Monitor industry trends, competitor positioning, and client expectations in airport consultancy and PPP markets
-
Enhance proposal tools, templates, and processes to improve efficiency and effectiveness
-
Contribute to building a strong knowledge base of airport projects, credentials, and best practices
QUALIFICATIONS AND EXPERIENCE

Bachelor’s degree in aviation, Engineering, Business, or Economics; a Master, MBA or equivalent advanced degree is strongly preferred.

+8 years of experience in airports, supply chain, infrastructure, aviation, with at least 3-5 years in leadership position or international role.

Experience leading global airport concession bids, acquisitions, or major aviation infrastructure programs is a plus.

Experience with emerging market operations, public-private partnerships, and stakeholder engagement with governments or multilateral institutions.

Understanding of commercial aviation services and airport ecosystems (ground services, retail, cargo, digital).
