Description

The Project Manager is responsible for performing professional planning and project management duties which include design and construction project management responsibilities related to park, trails, trailheads, and open space of both new and existing county assets.


Duties

  • Oversee and manage all phases of large- and small-scale projects on behalf of the County, Open Spaces Department from start to close-out.
  • Implements master plans for parks, open spaces and trails from design development to public opening and warranty repair/replacement.
  • Assist in implementation of Capital Improvement/Replacement Projects (CIP) that have been created by Operations & Maintenance staff, and management team: position will assist in budgeting, revising scope, and prioritizing deferred maintenance CIP replacement.
  • Work collaboratively with internal staff, especially Operations & Maintenance staff, and serve as the department’s liaison with other agencies and stakeholder groups involved with projects.
  • Works with landscape architects, ecologists, geologists, engineers, and planners to ensure that the Board of County Commissioner’s vision for the County’s parks, open space properties, and trails comes to fruition.
  • Investigates field problems affecting property owners, contractors, public safety, and maintenance operations.
  • Responds to citizen complaints concerning managed projects or capital replacement.
  • Prepares and manages procurement documents to include all aspects of contractor work; ensure documentation and work is compliant with County and Open Spaces standards and specifications; and leads construction of parks, trails, and open spaces.
  • Leads County Location & Extent Site Plan land use approval process, engineering reviews and oversees building permit issuance.
  • Leads interdisciplinary teams and serves as a contributing member on other teams to facilitate plan development, design /plan concepts, and represents County or Department at various design and construction review meetings.

Skills, Abilities and Competencies:
  • Knowledge of Colorado Revised Statutes related to construction; construction management theories, principles, practices and methods; government purchasing policies and procedures; and contract management and methods of negotiation.
  • Perform contract negotiation, dispute resolution, and administration of contracts.
  • Listen well and communicate effectively orally and in writing with various audiences.
  • Interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws, including development codes, local building codes, and national standards.
  • Ability to establish and maintain effective working relationships with supervisors, other employees, contractors, other professionals, elected and appointed officials and citizens.
  • Ability to review landscape architectural drawings, construction drawings and specifications.

Requirements

Education and Experience:


  • Graduation from an accredited college or university with major coursework in landscape architecture, engineering, construction management, project management, landscape construction, planning or related field.
  • Two (2) years progressively responsible experience in project management, construction management, architecture, civil engineering, or related experience.
  • Candidates without a degree may be considered if they have at least six (6) years of verified experience in construction management and/or project management.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:
  • Three (3) years of professional project management experience in Landscape Architecture, Engineering, Architecture, Project Management, and Planning or related field, including coordinating, managing, and monitoring projects.
  • Industry certification or licensure: Project Management Professional (PMP) or Certified Construction Manager (CCM)
  • Three (3) years of experience with at least one (1) year experience working within a public-sector organization and/or direct experience in procurement for a public sector organization.

Pre-Employment Additional Requirements:


  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

WORK ENVIRONMENT:
  • Work is generally confined to a standard office environment, although intermittent exposure to hazardous road conditions and weather elements may be required when working in the field.
  • Employee will have access to county vehicles.
PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
  • Spends 90% of the time sitting and 10% of the time either upright or walking.
  • Occasionally lifts, carries, pulls or pushes up to 20 lbs.
  • Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
  • Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Visual capacity enabling constant use of computer or other work-related equipment.

Definitions:
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists between 1/3 and 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
