Operational Functional Analyst 4- Welfare and Self-Reliance

This experienced professional, lead role identifies, documents and demonstrates the optimal technical and user experience. This is accomplished through requirements activities/deliverables and requirement-driven processes, which are aligned with the business requirements and solution scope. This role focuses on operations throughout the lifespan of various solutions and ensures functionality, efficiency, and support. This position understands and ensures compliance to global regulations regarding information use. Performs all functional analyst competencies for one or multiple projects that may be complex in scope and purpose. The Operational Functional Analyst 4 serves as a domain expert and keeps pace with discipline trends. This is an individual contributor role.

Inspires a culture of user-centered design and knowledge sharing

Assists in creating and executing the product vision and road map

Leads efforts to elicit, represent and communicate requirements through requirement-driven processes, written requirements deliverables, diagrams, flow charts, presentations, etc.

Supports application configuration of client systems through custom configuration of roles, screen layouts, user interfaces, printed outputs, and interfaces with other systems to enable client strategies

Provides technical assistance by responding to inquiries from others regarding errors, problems, or questions in complex and integrated systems

Under the direction of the solution manager, production P1s can be triaged, managed, and escalated to the Ops center

Involved in user acceptance testing and validation to help ensure that the user experience of the end-product meets the original intent and is of the highest possible quality

Fulfills support tickets that require engineering support. Ensures associated KB articles are created and updated

Organizes the operational product backlog of bugs and small enhancements according to the priorities of the product manager

Provides input into creating and implementing requirement-driven processes and best practices

Writes and maintains technical and business specifications/documentation to describe constraints, business configuration, testing, changes, and corrections

Supports the analysis and design of business processes enabled by the assigned system

Organizes and guides efforts to elicit, represent and communicate requirements through the requirement-driven processes, written requirements deliverables, diagrams, flow charts, presentations, etc.

Conducts functional testing and validation to ensure that the user experience of the end-product meet the original intent and is of the highest possible quality

Communicates clearly and frequently with clients, end users, developers and other throughout the design process

Promotes and implements requirement-driven processes and best practices

Operates with latitude on unreviewed actions or decisions

Assignments are often broad in nature, requiring originality and ingenuity

Works with minimal supervision, conferring with leaders on unusual matters


  • Bachelor's degree in related field or equivalent professional experience
  • Six years of relevant professional experience
  • Working knowledge and application of the following competencies and expert in at least four:
    • Business Architecture
    • Business Analysis
    • Enterprise Analysis
    • Requirements Elicitation/Analysis
    • Solution Assessment/Validation
    • Requirements Management
  • Excellent verbal and written communication skills
  • Experience using AI-powered tools (e.g., ChatGPT, Microsoft Copilot, Gemini, or similar) to improve productivity, writing, analysis, or workflow efficiency.
  • Excellent interpersonal skills
  • Successful project management experience with an enterprise organization
  • Proven ability to elicit requirements, requirement-driven processes and best practices
  • Strong experience and understanding of technical and operational application functionality
  • Proven business acumen with transferrable skill sets across industries/portfolios
  • Excellent technological/architectural knowledge and functional skill sets
  • Thorough knowledge of processes and methods (i.e., Agile, Scrum, DevSecOps)
  • This job operates in a professional environment
  • To successfully perform the essential functions of the job there may be physical requirements which need to be met such as sitting for long periods of time and using computer monitors/equipment
