In this role, you will help lead one of the state’s most complex and high-impact operations, supporting a multimodal transportation system that serves over half of Washington’s population and operates in one of the most congested regions in the country. From mountain passes and ferry terminals to international border crossings and major urban corridors, your work ensures the equipment, fuel, and systems are in place to keep Washington moving. As a key member of the Northwest Region leadership team, you will oversee fleet lifecycle management, maintenance operations, fueling infrastructure, and emergency response readiness across a large and diverse network of facilities. You will also partner with regional and statewide programs to align operations, advance technology, and maintain a highly skilled workforce.This position plays a critical role in delivering safe, reliable, and efficient transportation services across Washington’s most demanding and dynamic environment.What to ExpectAmong the varied range of responsibilities held within this role, the Assistant Superintendent will: Provide strategic direction and coordination for TEF’s fleet of approximately 2,000 vehicles and 1,600 pieces of equipment, with a capital replacement value of more than $100 million. Ensure proper inspection of the following vehicle inventory, which includes light-duty vehicles, heavy trucks, snow and ice removal equipment, lifts, tractors, loaders, graders, excavators, boats, generators, surveying equipment, and specialized shop tools. Ensure technicians maintain the advanced diagnostic and repair skills required to support this diverse and complex fleet. Approve, lead, and adjust organizational priorities as mission-critical equipment failures or emergency needs require the development of standards of TEF operations practices within the Region. Ensure the timely delivery of the department’s stringent Preventative Maintenance (PM) Program, keeping the fleet ready, reliable, and in service Manage the preventive repair, replacement, and operation of the Northwest Region’s 23 automated fuel sites, including four (4) WSP locations.Manage and monitor NW Region’s 54 standby generators to ensure sufficient power is available in the event of an emergency. This includes being able to dispense fuel and maintain wireless communications. Coordinate with the SR 520 and Alaska Way Tunnels (AWT) Project Engineers and Maintenance Superintendents to define, procure, and bring into service new equipment for these corridor upgrades. Strategically plan for organizational needs and manage the associated budget.QualificationsTo be considered for this opportunity, the following are required: Leadership & Workforce Development: Demonstrates the ability to lead, coach, and develop a geographically dispersed technical workforce, including supervisors, leads, and equipment mechanics. Sets clear expectations, evaluates and mentors employee performance, and addresses conduct or performance issues in alignment with HR policies and labor agreements. Builds cohesive teams and fosters a culture of continuous improvement, accountability, and workforce diversity. Operational Systems and Strategic Evaluation: Plan, prioritize, and coordinate complex operational activities involving fleet maintenance, equipment deployment, and service delivery. Develop and implement short- and long-term operational plans and adapt effectively to changing conditions, emergent needs, and emergency situations. Facilitates collaboration among diverse groups and supports timely, well-reasoned decision-making. Technical Expertise in Equipment, Systems & Maintenance: Demonstrates advanced knowledge of fleet management, vehicle maintenance and repair, equipment specifications, and equipment operating systems including engines, powertrains, hydraulics, electronics, and attachments. Apply expertise in welding, fabrication, electrical and electronic systems, computer systems, hydraulics, exhaust systems, corrosion protection, structural and automotive standards, and highway maintenance operations. Understands shop practices, vehicle regulations (including USDOT requirements), and environmental and ergonomic standards. Communication & Administrative Competency: Communicate clearly and effectively with technical and non-technical audiences, both verbally and in writing. Organizes work, manages time efficiently, and prepares accurate reports, plans, and presentations. Uses computer systems and software including email, word processing, spreadsheets, presentation tools, equipment management systems, and procurement platforms. Fiscal & Asset Management: Manage operational budgets, equipment assets, inventories, and program expenditures to ensure efficient, transparent, and compliant use of public resources. Applies knowledge of procurement rules, purchasing guidelines, contract administration, and inventory control. Prepares cost estimates, funding requests, and financial analyses to support program and fleet needs. Data-Driven Asset Decisions: Evaluate equipment utilization, maintenance data, lifecycle costs, and operational requirements to inform on repair, replacement, and fleet-mix decisions. Interprets technical data and apply fleet management principles to optimize asset performance, reliability, and value. Policy Implementation & Regulatory Compliance: Implement organizational policies, state laws, and regulatory requirements related to fleet operations, safety programs, fuel systems, communications infrastructure, and environmental compliance. Ensures adherence to WACs, RCWs, collective bargaining agreements, and agency directives. Stakeholder Coordination & Collaboration: Coordinate operational activities with internal divisions, external agencies, contractors, and partner organizations. Represents the program in interagency meetings, project reviews, public forums, and stakeholder discussions to support effective service delivery and shared operational goals. Safety Leadership: Promote and sustain a strong safety culture in high-risk operational and maintenance environments. Apply comprehensive knowledge of safety regulations, hazard mitigation, L&I standards, hazardous materials programs, MSDS requirements, and underground storage tank systems. Ensures safe work practices around heavy equipment, fuel systems, and maintenance operations. Mathematical Reasoning: Ability to perform mathematical calculations to support TEF and maintenance-related calculations.Growth Mindset: Actively demonstrates a commitment to learning and growth. Service-Oriented: Takes action to meet the needs of others.It is preferred that qualified candidates also demonstrate: Strategic Planning & Technology Evaluation: Knowledge of emerging technologies, operational trends, and industry advancements to inform fleet planning, equipment lifecycle strategies, and long-term operational needs. Emergency Operations Coordination: Experience supporting emergency response or continuity-of-operations efforts involving equipment, fuel systems, generators, or communications infrastructure, ensuring rapid and effective operational support during critical events.
