Position Description
Position Title: Town of Sullivan Operations Manager/Lead Worker
Purpose of Position: Under general supervision of the Town Board, the incumbent of this position will manage the operational activities of the Town of Sullivan, supervise other operations employees, monitor contracted projects, and perform general operational duties.
I. Management of Town Buildings, Equipment, Facilities and Daily Operations
Monitor, inspect, and plan all Town road activities and functions including repairs and improvements of roads, road signs and road right of ways.
Recommend to the Board annual road projects as well as routine needed road repairs and improvements.
Monitor, inspect and make recommendations to the Board for needed building and associated equipment repairs or maintenance.
Monitor, inspect and ensure all Town equipment is maintained in a good, safe operating condition.
Function as the Rome Dam manger.
Monitor and order road supplies as needed to include road salt, gravel, petroleum products etc.
Monitor Town Cemeteries and Parks and recommend to the Board any needed remedies or improvements.
Function as Town workplace safety manager.
II. Supervision of Town Operational Employees
Supervise, plan and schedule all activities of Town full time operational employee and temporary help that may be needed.
Conduct annual performance evaluation of employees under supervision.
Keep accurate records of work time including regular work hours, comp-time, vacation and sick time for self and other Town operational employees.
III. General Duties
Operate all Town equipment in a safe responsible manner to complete daily tasks.
Maintain and Repair roads, road signs and associated road facilities.
Mow and maintain roadsides including clearing of obstructions and brush.
Plow, salt, and sand roads as needed for safe travel.
Mow Town Cemeteries and Parks
Clean, maintain and make minor repairs to Town Buildings.
Clean, repair and maintain Town equipment.
Maintain Rome Dam, pond water levels and Dam associated facilities.
IV. Other Duties
Stay current on new methods and procedures as they pertain to a proper and effective road program.
Stay current on changes to State and National laws and regulations that directly affect Town operations.
Attend workshops and seminars as appropriate become more knowledgeable and stay current.
Tasks as directed by the Board.
V. Skills and Knowledge
A. Minimum Training and Experience Required to Perform Essential Job Functions
High school diploma with vocational/technical training in mechanics or heavy equipment operations and three to five years road maintenance/construction experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Class B commercial driver's license required.
B. Physical and Mental Skills Required to Perform Essential Job Functions
Language Ability and Interpersonal Communication
Ability to classify, compute and tabulate data and information, following a prescribed plan requiring the exercise of some judgment. Ability to compare, count, differentiate, measure and sort information. Ability to assemble, copy, record and transcribe data and information.
Ability to advise and provide interpretation to others how to apply policies, procedures and standards to specific situations. Ability to provide instruction and first line supervision.
Ability to utilize a wide variety of reference data and information such as billings, employee evaluations, maintenance records, equipment operating manuals, safety manuals, production orders, schedules and records.
Ability to communicate effectively with Town residents, motorists and Town officials.
Technical/Mathematical Ability
Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals. Ability to calculate volume and area.
Proficient in the operation of a laptop computer.
Proficient in the use of Microsoft Word and Excel.
Judgment and Situational Reasoning Ability
Ability to apply functional reasoning in performing routine functions following clearly prescribed standard practices.
Ability to exercise the judgment, decisiveness and creativity in situations involving a variety of predefined duties subject to frequent change.
Physical Requirements
Ability to maneuver and steer equipment and machinery requiring simple but continuous adjustments, such as trucks, end-loaders, chainsaws, mechanic's tools and hand tools.
Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled tasks.
Ability to exert physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors and textures associated with job-related objects, materials and ingredients.
Environmental Adaptability
Ability to work under conditions where exposure to environmental factors such as temperature variations or extremes, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, vehicular traffic and/or dust may cause discomfort and poses some risk of injury.
Ability to recognize above risks quickly and take remedial action to the extent reasonable and possible to minimize same.
