Operations Manager

Summary Description:
The Operations Manager will report directly to and work in collaboration with the Vice President of Workforce Development (VP) to support program development, grant planning, and operational strategy. They will oversee the day-to-day operations of Goodwill SOLAC’s Workforce Development programs with a focus on quality assurance, compliance, data integrity, billing, and staff training. Leads CARF readiness and coordination, ensuring programs maintain standards year-round and are fully prepared in advance of accreditation review cycles. Ensures programs operate in alignment with contract, funder, and regulatory requirements while maintaining strong performance outcomes. Leads internal systems that support continuous quality improvement, reporting, and operational consistency across programs.

Exemplary Duties / Responsibilities:
Planning and Development Functions
  • Collaborates with the Vice President to identify operational needs, gaps, and opportunities for program improvement and expansion.
  • Supports development of program models, staffing structures, and budgets for new and existing funding opportunities.
  • Assists with writing grants and requests for proposals by providing operational insight, data, and performance metrics.
  • Develops and maintains systems to track program deliverables, outcomes, and contract requirements.
  • Ensures alignment between program design, service delivery, and funding requirements to support reimbursement and sustainability.
  • Supports organization safety programs for the entire Division.
  • Complete all necessary program reports and other documents in a timely and accurate manner as assigned.
Quality Assurance Functions
  • Maintains and strengthens quality assurance systems to monitor program effectiveness, compliance, and performance.
  • Conducts routine monitoring including file reviews, audits, and spot checks to ensure compliance with funders, CARF, and organizational standards.
  • Oversee data collection, entry, and reporting systems to ensure accuracy, timeliness, and completeness.
  • Analyzes program performance, participant outcomes, satisfaction data, and complaints to identify trends and areas for improvement.
  • Generate reports on program effectiveness and provide recommendations for operational and programmatic improvements.
  • Maintains documentation and systems aligned with CARF standards and leads internal CARF preparation activities.
  • Ensures policies and procedures are current and aligned with operational practices and regulatory requirements
Billing and Reporting Functions
  • Oversee billing and invoicing processes to ensure timely, accurate, and compliant reimbursement across all funding sources.
  • Ensures alignment between case files, attendance, outcomes, and supporting documentation with billing requirements.
  • Partners with Finance to reconcile invoices, track revenue, and resolve discrepancies.
  • Monitors contract deliverables to ensure performance aligns with invoicing and payment milestones.
  • Leads preparation and submission of grant and contract reports, ensuring accuracy and adherence to deadlines.
  • Develops tools and processes to track performance metrics, billing status, and reporting requirements.
Supervisor Functions
  • As assigned by the Vice President, provides day to day supervision of Workforce Development staff.
  • Maintains and updates Ceridian Dayforce time and attendance and schedules for assigned staff.
  • Coordinates logistical assignments and completion of job duties for staff.
  • Along with the Vice President, conducts performance evaluations for assigned staff.
  • Maintains schedule of and ensures execution of ongoing staff meetings and training.
  • Supports program operations as needed to maintain continuity of services.
Participant Support and Equity Functions
  • Serves as Equal Opportunity Officer and addresses participant concerns and complaints to ensure equitable delivery of service.
  • Monitors program accessibility, safety, and participant experience across Workforce Development programs.
  • Ensuring services are delivered in alignment with organizational values and community needs.
Minimum Qualifications:Education/Experience:
Any combination of education or experience providing the required skill and knowledge for successful performance would qualify. Typical qualifications would be equivalent to:
  • A bachelor’s degree in planning, education, social science, or related field required; master’s degree preferred.
  • Minimum of five years of experience in workforce development, human services, or related field, with at least two years in a supervisory capacity.
  • Experience working with publicly funded programs, compliance, billing, and reporting requirements preferred.
  • Experience with accreditation standards such as CARF is a plus.
  • Experience supervising a diverse group of employees
Knowledge & Skills:
  • Able to work with a diversified population and individuals with barriers to employment
  • Able to work efficiently and safely
  • Able to follow instructions and operate with minimal supervision
  • Working knowledge of workforce development operations, compliance, and program management
  • Working knowledge of CARF, DOR, DOL, and other applicable regulations
  • Strong organizational and time management skills
  • Ability to analyze data and produce clear, accurate, and concise reports
  • Ability to communicate effectively in small and large groups
  • Ability to utilize Microsoft Office and data systems in an efficient and accurate manner
  • Ability to collaborate across teams to achieve programmatic goals including job placement and retention outcomes
Software(s) & System(s):
  • CRM Experience preferably Case worthy
  • MS Office Experience
License/Certifications:
  • Valid California Driver’s license and current automobile insurance. Must be willing and able to produce a valid registration upon demand.
Preferred Qualifications:
  • Experience with accreditation standards such as CARF is a plus.
  • Project Management Professional (PMP)
