Job Overview

The Operations & R&D Manager will play a critical leadership role in aligning manufacturing operations, supply chain resilience, quality compliance, and strategic technical development. This dual-function position requires a highly experienced engineering professional capable of driving operational excellence, continuous improvement, and research-driven innovation to support business growth, export expansion, and long-term profitability.

Key Responsibilities

1. Operations & Quality Management

· Lead continuous process improvement initiatives by systematically documenting operational challenges and implementing corrective and preventive solutions across manufacturing, quality control, and supply chain functions.

· Review, approve, and maintain all manufacturing control procedures, work instructions, and process documentation to ensure compliance with IEC, IECEE, and relevant international quality standards.

· Oversee quality assurance activities to ensure zero-defect production prior to release and during mass manufacturing.

· Lead commissioning, functional testing, and safety verification of all new production machinery, tools, and electrical safety systems to minimize production downtime.

· Ensure full regulatory compliance by managing and documenting all communications with government authorities related to permits, certifications, inspections, and approvals.

2. Supply Chain & Procurement Management

· Strengthen supply chain resilience by developing and maintaining centralized supplier databases, contract logs, and long-term vendor agreements, including international and European suppliers.

·Review and improve procurement strategies to ensure cost efficiency, timely availability of materials, and continuity of supply.

·Drive cost optimization initiatives through vendor negotiations, alternative material sourcing, and component substitution without compromising quality or compliance.

·Support tendering and project pricing by reviewing technical and commercial documentation to enhance competitiveness and profitability.

3. Research & Development (R&D) Strategy

·Define and support R&D strategies aligned with market trends, customer requirements, and emerging lighting technologies.

·Maintain a structured record of local and international exhibitions, conferences, and industry events to support innovation planning, product development, and brand positioning.

·Oversee export development pipelines across multiple countries, tracking opportunities, project status, and customer engagement to support global expansion.

· Collaborate with sales and project teams to ensure technical feasibility, compliance, and product optimization for international markets.

4. Knowledge Management & Documentation

· Develop and maintain a centralized digital archive and server-based documentation system for all technical files, project correspondence, presentations, approvals, and compliance records.

·Document institutional knowledge including project histories, sales performance data, customer requirements, and successful deal strategies to ensure repeatability and scalability.

· Standardize internal documentation templates and workflows to improve efficiency, traceability, and cross-departmental collaboration.

5. Leadership & Cross-Functional Coordination

·Work closely with production, quality, procurement, sales, finance, and logistics teams to ensure seamless operational execution.

·Provide technical leadership, mentoring, and guidance to engineering and operational staff.

·Support management with analytical reports, performance insights, and strategic recommendations.

Qualifications & Requirements

·Bachelor’s Degree in Electrical Engineering or Mechanical Engineering (mandatory).

·Minimum 4-5 years of experience in manufacturing operations, quality management, and/or R&D within lighting, electrical, or industrial manufacturing sectors.

·Strong knowledge of international quality standards (IEC / IECEE).

· Proven experience in process improvement, supplier management, and cost optimization.

· Strong leadership, documentation, and analytical skills.

· Excellent communication skills in English & Arabic.

المسؤوليات الرئيسية

1. إدارة العمليات والجودة

• قيادة مبادرات التحسين المستمر للعمليات من خلال التوثيق المنهجي للتحديات التشغيلية وتطبيق الحلول التصحيحية والوقائية في جميع وظائف التصنيع، ومراقبة الجودة، وسلسلة التوريد.

• مراجعة جميع إجراءات مراقبة التصنيع، وتعليمات العمل، ووثائق العمليات، واعتمادها، وصيانتها لضمان الامتثال لمعايير الجودة الدولية ذات الصلة، بما في ذلك معايير اللجنة الكهروتقنية الدولية (IEC) واللجنة الكهروتقنية الدولية للهندسة الكهربائية والإلكترونية (IECEE).

• الإشراف على أنشطة ضمان الجودة لضمان إنتاج خالٍ من العيوب قبل طرحه في السوق وأثناء الإنتاج بكميات كبيرة.

• قيادة عمليات التشغيل، والاختبارات الوظيفية، والتحقق من السلامة لجميع آلات الإنتاج الجديدة، والأدوات، وأنظمة السلامة الكهربائية لتقليل وقت توقف الإنتاج.

• ضمان الامتثال الكامل للوائح التنظيمية من خلال إدارة وتوثيق جميع الاتصالات مع الجهات الحكومية فيما يتعلق بالتصاريح، والشهادات، وعمليات التفتيش، والموافقات.

2. إدارة سلسلة التوريد والمشتريات

• تعزيز مرونة سلسلة التوريد من خلال تطوير وصيانة قواعد بيانات مركزية للموردين، وسجلات العقود، واتفاقيات الموردين طويلة الأجل، بما في ذلك الموردين الدوليين والأوروبيين.

• مراجعة استراتيجيات المشتريات وتحسينها لضمان كفاءة التكلفة، وتوافر المواد في الوقت المناسب، واستمرارية التوريد.

• قيادة مبادرات تحسين التكاليف من خلال التفاوض مع الموردين، والبحث عن مصادر بديلة للمواد، واستبدال المكونات دون المساس بالجودة أو الامتثال.

• دعم عمليات المناقصات وتسعير المشاريع من خلال مراجعة الوثائق الفنية والتجارية لتعزيز القدرة التنافسية والربحية.

3. استراتيجية البحث والتطوير

• تحديد ودعم استراتيجيات البحث والتطوير بما يتماشى مع اتجاهات السوق، ومتطلبات العملاء، وتقنيات الإضاءة الناشئة.

• الاحتفاظ بسجل منظم للمعارض والمؤتمرات والفعاليات الصناعية المحلية والدولية لدعم تخطيط الابتكار، وتطوير المنتجات، وتحديد مكانة العلامة التجارية.

• الإشراف على مسارات تطوير الصادرات في بلدان متعددة، وتتبع الفرص، وحالة المشاريع، والتواصل مع العملاء لدعم التوسع العالمي.

• التعاون مع فرق المبيعات والمشاريع لضمان الجدوى التقنية والامتثال وتحسين المنتج للأسواق الدولية.

4. إدارة المعرفة والتوثيق

• تطوير وصيانة أرشيف رقمي مركزي ونظام توثيق قائم على الخادم لجميع الملفات التقنية ومراسلات المشاريع والعروض التقديمية والموافقات وسجلات الامتثال.

• توثيق المعرفة المؤسسية، بما في ذلك تاريخ المشاريع وبيانات أداء المبيعات ومتطلبات العملاء واستراتيجيات الصفقات الناجحة، لضمان قابلية التكرار والتوسع.

• توحيد قوالب التوثيق الداخلية وسير العمل لتحسين الكفاءة وإمكانية التتبع والتعاون بين الأقسام.

5. القيادة والتنسيق بين الوظائف

• العمل عن كثب مع فرق الإنتاج والجودة والمشتريات والمبيعات والمالية واللوجستيات لضمان سلاسة التنفيذ التشغيلي.

• تقديم القيادة التقنية والتوجيه والإرشاد للموظفين الهندسيين والتشغيليين.

• دعم الإدارة بتقارير تحليلية ورؤى حول الأداء وتوصيات استراتيجية.

المؤهلات والشروط

• شهادة بكالوريوس في الهندسة الكهربائية أو الميكانيكية (إلزامي).

• خبرة لا تقل عن 4-5 سنوات في عمليات التصنيع، وإدارة الجودة، و/أو البحث والتطوير في قطاعات الإضاءة، أو الكهرباء، أو التصنيع الصناعي.

• إلمام واسع بمعايير الجودة الدولية (IEC / IECEE).

• خبرة مثبتة في العمليات
