Operations Senior Manager (FM)

Job Summary

We are looking for a highly experienced and results-oriented Operations Director to spearhead our delivery service and, critically, to drive new business acquisition. You will have dual responsibility: ensuring the flawless, profitable execution of all existing contracts (Cleaning, Security, FM) and leading the charge to secure new, lucrative service contracts through direct sales, networking, and expert management of the tender process. This role is pivotal to our market expansion and requires a leader who is both a strategic business developer and an operational expert.

Key Responsibilities & Objectives

A. Business Development & New Contract Acquisition (Primary Focus - 50%)

  • Develop and execute a robust business development strategy to identify, target, and secure new clients for integrated service contracts or standalone cleaning, security, and FM services.
  • Actively network within the market (both public and private sectors) to build relationships with key decision-makers, consultants, and procurement heads.
  • Lead the entire tender lifecycle:
  • Identify relevant tender opportunities from government portals (e.g., Central Tenders Committee), major corporates, and developers.
  • Manage the end-to-end tender process: from initial PQQ (Pre-Qualification Questionnaire) submission to proposal development, pricing strategy, bid submission, and presentation.
  • Collaborate with technical teams to design compelling, compliant, and competitive service solutions and method statements.
  • Prepare accurate and persuasive cost models, financial proposals, and commercial terms.
  • Build and maintain a strong pipeline of potential clients and opportunities, providing regular forecasts to the Management.

B. Operational Leadership & Excellence

  • Provide strategic direction and oversight to all Operations Managers (Cleaning, Security, FM), ensuring seamless, high-quality, and efficient service delivery across all contracts.
  • Implement and maintain rigorous KPIs, SLAs, and quality assurance programs to ensure client satisfaction and contract retention.
  • Drive operational profitability through effective budget management, resource optimization, and cost-control initiatives.
  • Ensure full compliance with Kuwaiti laws and regulations, particularly for security services (MOCI requirements) and labor laws.
  • Champion innovation in service delivery, technology adoption, and process improvement to enhance productivity and market differentiation.
  • Foster a culture of safety, excellence, and continuous improvement among all operational staff.

Qualifications & Experience

  • Education: Bachelor’s degree in business administration, Engineering, Facilities Management, or a related field. An MBA or relevant master’s degree is a strong advantage.
  • Experience:
  • Minimum of 10-12 years of progressive experience in operations management, with at least 5 years in a senior leadership role.
  • Non-negotiable: Proven, successful experience in the Kuwait or GCC market within the Cleaning, Security, and/or Facilities Management industry.
  • Demonstrable track record of winning new service contracts through tender processes. Must be able to provide examples.
  • In-depth knowledge of Kuwait’s tender regulations and procurement processes (government and private).
  • Strong financial acumen with experience in P&L management, budgeting, and bid pricing.
  • Skills & Competencies:
  • Exceptional leadership, communication, and negotiation skills.
  • Fluent in English (Arabic fluency is a significant advantage).
  • Strategic thinker with a strong commercial and client-focused mindset.
  • Excellent problem-solving and analytical abilities.
  • Proficient in MS Office and familiar with operations management software.
