Primary Purpose Of The State Board Of Elections

The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations.

Primary Purpose Of The Organizational Unit

The Administrative Services Unit provides day-to-day operational and clerical support that ensures the smooth functioning of the agency. The team manages mail processing, file management, scanning, intake, reception, phone support, and helpdesk routing. The unit is a first point of contact for both internal and external stakeholders and plays a critical role in maintaining accurate records, providing customer service, and ensuring timely support to staff and the public.

Primary Purpose Of The Position

The Operations Support Specialist provides clerical and administrative support with a strong emphasis on campaign finance operations, voter registration support, file management, and helpdesk services. This position ensures accurate processing of campaign finance document submissions, supports voter registration processes, and assists with general office operations. The role requires attention to detail, knowledge of agency policies, and a customer-service mindset to support the agency’s mission of accountability and transparency.

Description Of Work

Campaign Finance Support

  • Upload campaign finance documentation to the agency’s website using approved campaign finance software.
  • Review campaign finance reports for completeness and compliance with submission requirements.
  • Respond to routine questions from committees and treasurers regarding the process for submitting disclosure reports.
  • Establish and set up new political committees in accordance with North Carolina campaign finance laws.
  • Maintain accurate electronic and paper files related to campaign finance submissions.

Voter Registration Support

  • Scan and route incoming voter registration applications to the correct county board of elections for processing.
  • Prepare and send outgoing mail that contains sensitive voter registration information in compliance with privacy and security standards.
  • Maintain records of voter registration submissions and ensure proper chain of custody for all documents.

General Office Support

  • Serve as backup to the reception desk by greeting visitors, answering phones, and routing inquiries to appropriate staff.
  • Assist with the intake and distribution of agency mail and deliveries.
  • Manage file storage and retrieval, ensuring compliance with records retention schedules.
  • Scan, index, and archive documentation in electronic filing systems.
  • Monitor and route helpdesk tickets to the appropriate staff or division.
  • Provide administrative assistance to agency staff as assigned, including data entry, scheduling, and document preparation.

Knowledge, Skills And Abilities / Competencies

  • Ability to provide clerical and administrative support in a fast-paced office environment.
  • Knowledge of office practices, records management, and data entry.
  • Familiarity with campaign finance processes, voter registration forms, or willingness to learn.
  • Ability to operate standard office equipment including scanners, copiers, and multi-line phones.
  • Strong organizational skills with attention to accuracy and confidentiality.
  • Effective written and verbal communication skills.
  • Customer service orientation and ability to work with both internal staff and the public.
  • Must be able to lift up to 50 pounds
  • Must be able to bend, kneel, stand, and reach according to file management requirements

Minimum Education And Experience Requirements

High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
