Oracle Fusion Payroll Senior Consultant

About the Role
We are seeking an experienced Oracle Fusion Payroll Senior Consultant to join our Oracle HCM practice. In this client-facing role, you will lead end-to-end Oracle Fusion Global Payroll implementations, delivering payroll transformation solutions for enterprise, government, and public sector organizations across Qatar and the GCC.
You will work closely with HR, Payroll, and Finance stakeholders to design, configure, test, and deploy Oracle Fusion Payroll solutions while ensuring compliance with GCC payroll regulations and integration with Oracle Financials.
Key Responsibilities
- Lead full lifecycle Oracle Fusion Global Payroll implementations.
- Conduct payroll discovery workshops, solution design sessions, CRPs, UAT, parallel runs, and go-live activities.
- Configure Oracle Fusion Global Payroll, including:
- Payroll Definitions
- Payroll Elements
- Payroll Costing
- Retro Pay Processing
- Calculation Cards
- Payroll Reporting
- Configure and support:
- Absence Management
- Benefits Administration
- Compensation Management
- Payroll Costing & GL Integration
- Develop and maintain Oracle Fast Formulas for payroll calculations, accruals, validations, and statutory requirements.
- Configure GCC payroll requirements including GOSI, EOSB, WPS, leave salary, and allowances.
- Lead payroll data migration activities using HDL, HSDL, and Oracle tools.
- Develop payroll reports using OTBI and BI Publisher.
- Support payroll integration with Oracle Financials, General Ledger, and Accounts Payable.
- Prepare functional design documents, test scripts, training materials, and cutover plans.
- Support pre-sales activities, solution demonstrations, and proposal responses.
Required QualificationsExperience
- 10+ years of Oracle Payroll implementation experience.
- Minimum 6 years of Oracle Fusion Cloud Global Payroll experience.
- Proven experience delivering GCC payroll implementations, including Qatar, UAE, and/or Saudi Arabia.
- Experience across:
- Global Payroll
- Absence Management
- Benefits Administration

- Fast Formula Development
- Payroll Reporting
- Experience in a consulting or system integrator environment.
- Strong experience leading parallel-run testing, payroll cutover, and go-live activities.
Technical Skills
- Oracle Fusion Global Payroll configuration.
- Payroll Elements, Calculation Cards, Costing, and Retro Processing.
- GCC Payroll Localization (GOSI, EOSB, WPS, statutory compliance).
- Oracle Fast Formula development and troubleshooting.
- Absence Management and payroll integration.
- Benefits and Compensation configuration.
- Payroll Costing and General Ledger integration.
- OTBI Payroll Reporting and BI Publisher.
- HDL, HSDL, FBDI, and HCM Extracts.
Certifications
Required
- Oracle Fusion Cloud HCM Payroll Implementation Professional Certification.
Preferred
- Additional Oracle Fusion HCM certifications in Absence Management, Benefits, or Compensation.
- Oracle Financials or Oracle Cloud certifications.
Preferred Qualifications
- Experience with Oracle Time & Labor (OTL).
- Knowledge of Oracle Core HR and workforce structures.
- Experience with payroll interfaces and third-party integrations.
- Oracle HCM Extracts experience.
- Agile/Scrum project delivery experience.
- GCC payroll implementation experience.
