OSP Network Designer

This position will be in Damascus, Syria, and the candidate will need to relocate

Position Objective:

To strengthen OSP design knowledge, engineering expertise, and quality assurance capabilities while performing required design activities for all OSP aspects, including civil works and fiber network infrastructure, in alignment with business requirements, technical standards, and project timelines.

Job Description & Responsibilities:

• Validate and update design surveys using ENE/GIS PD validation tools to ensure alignment with project specifications, engineering standards, and operational requirements.
• Review site survey reports for civil and fiber infrastructure to verify the accuracy and completeness of submitted documentation.
• Collaborate with cross-functional teams to validate survey findings, resolve discrepancies, and update network inventory and design records where required.
• Develop civil and fiber-optic network designs based on approved survey data, technical specifications, and engineering guidelines.
• Ensure all designs comply with local and international telecom standards, regulatory requirements, and industry best practices.
• Prepare design layout plans, engineering drawings, route designs, and detailed design documentation for civil and fiber installations.
• Generate, review, and validate Bills of Quantities (BOQs) ensuring accurate representation of materials, labor, equipment, and project scope requirements.
• Prepare schematic designs for Fiber Junction Stations (FJS) and ensure technical representations are accurately documented.
• Develop granite table designs and ensure compatibility with overall network and infrastructure architecture.
• Upload and maintain all required design documents and approvals within ISOW (Integrated System of Work) platforms and related systems.
• Maintain clear records of design revisions, survey validations, approvals, and updates for audit and operational reference.
• Ensure all designs, drawings, reports, and documentation are submitted within approved timelines and project schedules.
• Oversee the collection and validation of As-Built data after construction activities to ensure final records accurately reflect field conditions.
• Prepare and maintain As-Built redline drawings capturing all field deviations and implementation changes.
• Coordinate with field teams, contractors, and project stakeholders to ensure accurate integration of As-Built information into final design records.
• Support quality assurance, technical reviews, and continuous improvement initiatives related to OSP design and engineering activities.

Qualifications & Experience:

• Bachelor’s degree in Engineering, Telecommunications, Civil Engineering, or a related field.
• Minimum 12 years of telecommunications experience, including at least 5 years in OSP design and engineering roles within telecom organizations.
• Strong knowledge of OSP civil works, fiber network infrastructure, telecom deployment processes, and industry best practices.
• Hands-on experience with market-leading OSP design and validation tools such as Network Engineer (ENE), GIS platforms, or equivalent systems.
• Strong experience in fiber network design, civil infrastructure design, route planning, BOQ preparation, and As-Built documentation.
• Experience reviewing and validating survey data, engineering drawings, and technical design packages.
• Experience working on large-scale telecom infrastructure or fiber deployment projects.
• Strong understanding of telecom standards, engineering governance, and quality assurance practices.
• Strong analytical, reporting, documentation, and problem-solving skills.
• Ability to coordinate effectively with engineering teams, field operations, contractors, and project stakeholders.
• International telecom experience within developed markets is mandatory.
• Excellent written and spoken English communication skills.
• Fiber Optic Design Certifications preferred.
• GIS / OSP Design Tool Certifications preferred.
• PMP or Project Management Certifications preferred.
• Telecom Infrastructure or FTTH Certifications preferred.
