The Higher Education Department (HED) of Punjab is dedicated to advancing education, learning, and related services for students, faculty, and staff in both public and private institutions within the province. Committed to fostering a knowledge-based economy, HED focuses on providing equitable, high-quality, and relevant opportunities for higher education at the tertiary level. With a mission to enhance teaching, research, innovation, creativity, and entrepreneurship, the department also prioritizes equity, social cohesion, and responsible citizenship. HED is actively implementing a "Hub & Spoke Model" to improve accessibility, with divisional universities serving as hubs and district universities or colleges functioning as support institutions. The department has already approved the establishment of 10 universities, with further progress underway.

Role Description

This is a full-time, on-site position for the role of Owner at the Higher Education Department, Punjab, located in Sargodha. The Owner will be responsible for overseeing, managing, and guiding the daily operations of the department, ensuring alignment with strategic goals and policies. Duties include leading and directing faculty and administrative teams, implementing academic policies, fostering partnerships to promote quality research and innovation, monitoring institutional performance, and ensuring equitable access to education. The Owner will actively support the continuous improvement of academic and operational practices in line with the department’s vision.

Qualifications
  • Leadership and managerial skills to oversee academic and administrative operations, with proficiency in decision-making and problem-solving.
  • Strong communication and interpersonal skills, with the ability to build collaborative partnerships and work effectively with diverse teams.
  • Experience in policy implementation, strategic planning, and promoting innovation, research, and entrepreneurship initiatives.
  • Comprehensive understanding of educational frameworks, equity, curriculum design, and quality assurance in higher education.
  • Commitment to social cohesion, responsible citizenship, and promoting equitable access to education.
  • Master’s degree or higher in Education Management, Administration, or a related field. Doctoral qualifications are preferred.
  • Proven track record in higher education leadership, with a minimum of 10 years of relevant experience.
  • Familiarity with the higher education landscape in Punjab and policies relating to tertiary education in the region.
