The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a licensed attorney with general transactional experience to work in the Department of Revenue, Office of Chief Counsel (OCC). This position provides legal support to the Pennsylvania Department of Revenue, whose mission is to fairly, efficiently, and accurately administer Pennsylvania tax and Pennsylvania Lottery programs. The position is located in Middletown, Pennsylvania, at the Pennsylvania Lottery’s headquarters, it is eligible for hybrid work (three days onsite and two days telework). The position will be classified as either an Attorney 1, 2 or 3 depending on the level of relevant experience possessed by the successful applicant.

What You’ll Do

This is a unique opportunity to work at the intersection of government, gaming, contracts, compliance, and public service while advising one of the Commonwealth’s most visible and dynamic agencies. Attorneys assigned to the Lottery team serve as trusted legal advisors to Lottery leadership and work directly with executive staff at Lottery headquarters in Middletown. The position offers a diverse and engaging practice with meaningful responsibility from day one.

In this role, you will primarily provide legal counsel to the Pennsylvania Lottery on a broad range of operational and transactional matters, including:

  • Reviewing, drafting, and negotiating contracts
  • Advising on risk management and contract compliance
  • Handling Lottery retailer licensing matters
  • Assisting with winners’ services issues
  • Supporting intellectual property matters
  • Providing legal guidance on Lottery operations and initiatives

In addition to Lottery work, attorneys in Revenue’s OCC also advise the Department on complex tax and transactional matters, including gaming tax issues litigated before the Pennsylvania Board of Finance and Revenue.

Who We’re Looking For

We are seeking a licensed attorney with experience in transactional matters, ideally with a background in Commonwealth transactional practice.

The ideal candidate will demonstrate strong organizational abilities, excellent oral and written communication skills (both in-person and remotely via phone and video), and sharp analytical and problem-solving skills, including attention to detail and multitasking proficiency. Exceptional interpersonal skills are essential, including the ability to work collaboratively with a diverse group of clients and colleagues, build trust and respect, and establish positive, cooperative relationships with internal Commonwealth clients.

Required Qualifications

Applicants Must:

  • Hold a Juris Doctor from an ABA-accredited law school
  • Be admitted to the Pennsylvania Bar in good standing
