Role Description:

Arcadis is seeking a highly skilled and motivated Paralegal/Legal Assistant to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will play a pivotal role in supporting our senior leadership team. You will be responsible for providing comprehensive administrative assistance to executives, ensuring seamless operations, and contributing to the overall success of the organization.

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities:

  • Document Management:
    • Organize, maintain, and track legal documents, contracts, and project records using document management systems.
    • Assist with the preparation, editing, and formatting of legal documents, correspondence, and reports.
  • Administrative Support:
    • Maintain organized records and files (physical and digital).
    • Assist with billing, invoicing, and budget tracking for legal services.
  • Legal Research & Support:
    • Conduct legal research on statutes, regulations, and case law relevant to infrastructure, environmental, and transportation matters.
    • Summarize findings and provide memoranda to attorneys and project managers.
  • Public Record Response & Compliance:
    • Track receipt of public record request and responses, and appeals and responses
    • Coordinate with GDC personnel on the collection of data and documents responsive to document requests.
    • Review responsive documents, identify information to be redacted based upon exceptions under applicable law, in coordination with parties to such documents or having privilege rights, and application of redactions.
    • Prepare responses to requests for records in consultation with attorneys.
    • Draft responses to appeal in consultation with attorneys.
  • Stakeholder Coordination:
    • Liaise with internal teams (engineering, procurement, project management) and external counsel on deliverables with particular focus on third party agreements necessary for projects.
  • Board Support:
    • Coordinate with others on the scheduling of meetings with Commissioners.
    • Prepare draft minutes for Board meetings and Committee meetings in consultation with attorneys.
    • Track and maintain Board minutes and resolutions for archiving purposes.
  • Compliance Support:
    • Track compliance obligations under federal and state laws, communicate to affected officers and employees compliance responsibilities, and maintain records related to satisfactory completion of compliance obligations.
    • Track compliance obligations under GDC contracts, communicate to affected staff compliance responsibilities, and maintain records related to satisfactory completion of such obligations.

Required Qualifications:

  • Bachelor’s degree in Legal Studies or a related field.
  • Paralegal Certificate a plus
  • 3-5 years experience with contract administration, public procurement, and regulatory compliance is highly desirable

Key Skills and Abilities:

  • Strong written and verbal communication skills.
  • Proficient in Microsoft Office Suite and legal document management software.
  • Highly organized, detail-oriented, and able to manage multiple priorities.
  • Ability to handle confidential information with discretion.

Arcadis offers benefits for full time and part time positions. We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $85,000 - $105,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
