The Participant Benefit Analyst position is to support all plans with new business opportunities (new employers), prepare benefits plan comparisons, and provide plan information to union reps. This analyst is also responsible for reviewing and distributing Cover Sheets, employer Extracts, and notifications regarding the status of agreements status and coordination and setup with Third Party Administrator.

ESSENTIAL JOB FUNCTIONS AND DUTIES
  • Provide support for all plans in review of CBA /MOA health and welfare language and address any questions regarding rates, terms, etc.
  • Review employer benefits information received from the Union and prepare benefits plan comparison, analyze and identify key strengths of Fund benefits vs employer
  • Maintain and distribute Radar report to Fund Staff
  • Oversight of the cost trends in collaboration with the Analytics team and leadership to support and resolve plans’ issues related benefits, access, cost, quality
  • Supports the team (East and West) in researching and resolving inquiries related to benefits, access, cost, quality, enrollments, and generating possible process improvements Coordinate with vendor partners to review network access for new employers and to identify any gaps in access
  • Provide input on opportunities to automate, streamline process in support of Union bargaining process
  • Monitor monthly claims reports, identify trends, and summarize findings for management
  • Prepare and present reports on cost and utilization trends
  • Analyzes local and national benefits to identify trends
  • Maintain spreadsheet of employer CBAs including contract terms, timing for pre-negotiation letters, employers in Extension, contract termination, etc. Tracks all current requests from the union and contracts set to terminate and keeps Manager informed of status
  • Provides direction to TPA in resolving complex or escalated contribution and accounting issues including interpretation of contract language, complex eligibility issues and the application of late fee reporting policy
  • Reviews and reports on Collective Bargaining Agreement terms, inquiries for clarification from TPA and/or Employers
  • Reviews Extracts, Agree to Pay letters, Acceptance letter and Pre-Negotiation letters and distribute to Third Party Administrator
  • Tracks all current requests from the union and contracts in 12-month extension to ensure timely responses to the union on the status
  • Coordinates calls with the union to review the plan benefits
  • Maintains electronic archives of all CBAs, MOAs, letters, and communications sent to Union and employer, Extracts and Cover Sheets
  • Maintains spreadsheet of LOA requests and payments made by Local
  • Analyze process issues and bottlenecks and identify process improvements
  • Develop strong relationships with the Union and Third-Party Administrator
  • Build relationships internally and collaborate effectively on cross-functional teams
  • Exemplifies the Fund’s values in leading and fostering a respectful, trusting, and engaged culture of inclusion and engagement

ESSENTIAL QUALIFICATIONS

  • 3 ~ 5 years of related experience in a(n) union or Taft-Hartley environment minimum
  • Bachelor’s degree in healthcare or related field or industry related experience
  • Preferred fluency (speak and write) in Spanish
  • Working knowledge and experience of health insurance
  • Working knowledge in welfare benefits plans as it relates to plan design and administration
  • Previous experience working in a union environment, preferred
  • Knowledge of Taft-Hartley Plans, preferred
  • Intermediate level MS Office and advanced MS Excel skills
  • Detail oriented with good research and analytical skills
  • Good project management and organizational skills
  • High level of accuracy in final work product
  • Update and maintain documents, notices and communications to support Fund’s legal compliance
  • The ability to identify resources to utilize and to determine appropriate action and recommendations
  • The ability to successfully interface and communicate well with internal staff and the union, as well as coordinate with Fund vendors on special projects
  • The skill to manage competing deadlines and multiple projects in a fast-paced environment


Salary range for this position:
Salary $77,600 - $97,000. Actual base salary may vary based upon, but not limited to: relevant experience, qualifications, expertise, certifications, licenses, education or equivalent work experience, time in role, peer and market data, prior performance, business sector, and geographic location.

Work Schedule (may vary to meet business needs): Monday~Friday, 7.5 hours per day (37.5 hours per week) as a hybrid employee, 8 – 4pm (PT). May be asked to travel for open enrollment events.
