Passport Administrative Specialist

Job Description:


  • SUMMARY:

  • The Passport Administrative Specialist is responsible for assisting applicants with completing foreign government documents in support of unique circumstances, special assignments, and missions that are time sensitive and must possess the appropriate verbal and written communications skills to execute plans and to prepare reports, plans, and working instructions.


  • ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Prepare HAZMAT documentation and certify HAZMAT shipments IAW applicable laws and regulations.
    • Review, verify, and certify all HAZMAT documentation related to transportation.
    • Ensure compliance with all hazmat management procedures and regulations for CONUS and OCONUS shipments.
    • Complete inspection sheets as required to provide instructions for the packing, marking, labeling, and transportation of HAZMAT IAW applicable laws and regulations of DOT 49 CFR, ICAO/IATA, IMDG for vessel cargo shipments, and AFMAN for MILAIR shipments.
    • Work with tenants to ensure proper paperwork (including SDSs and Data Sheets) for HAZMAT compliance for transportation modes being requested and provided.
    • Work with ports and carriers to resolve any discrepancies related to HAZMAT shipments.
    • Travel to offsite locations to certify large shipments of HAZMAT to be processed through the LRC transportation office.
    • Act as advocate and educator to internal and external customers, providing technical assistance, advice, and coordination to ensure the orderly flow of hazardous cargo.
    • Practices physical security and is committed to safety practices.
    • Perform other duties as assigned.

    • This position supports the DOD on federal installation, and the candidate must be available to work at the assigned physical location during business hours.
    • 6:00AM-3:00PM
    • 8:00AM-5:00PM

Requirements:


EDUCATION and/or EXPERIENCE:

Essential:

  • Must have a high school diploma/GED or equivalent.
  • Must be a U.S. Citizen
  • Possess a valid Driver’s License
  • Must possess or be able to obtain a Secret Security clearance. Must possess or be able to obtain and maintain a Secret security clearance and military Common Access Card (CAC) within 30 days, if required.
  • Familiar with the shipping of government equipment and associated documentation needed
  • Obtain HAZMAT Certification IAW Defense Transportation Regulation, Part II, and Chapter 204 (AMMO-62) and maintain certification.
  • Thorough understanding of principles and practices of hazardous materials management regarding transportation and storage.
  • Must be able to read, interpret, and comprehend pertinent laws and regulations.
  • Knowledge of inspection and investigation techniques
  • Ability to recognize hazardous situations & recommend corrective actions.
  • Outstanding research and analytical abilities
  • Communication and computer skills required.

Preferred:

  • Prior experience with military transportation of freight
  • HAZMAT training (49 CFR, IATA, IMDG certifications)
  • Computer Tech Skills - Proficient with ETA Systems and US Bank Power Track Billing System.
  • DOD 4500.9R - Defense Transportation Regulation (Part II)
  • AR 380-5 Department of Army Information Security Program.
  • DOD 5100.76m Physical Security of Sensitive Conventional Arms, Ammunition and Explosives.
  • DOD 5220.22M Industrial Security Manual for Safeguarding Classified Information
  • AR 55-38 TM 38-250 Preparing Hazardous Material for Military Air Shipments.
  • Minimum 5 years' experience working with Military transportation of freight is a plus.
  • HAZMAT Training- 49CFR, IATA, and IMDG certifications a plus.

LANGUAGE SKILLS:

The employee must have excellent written and verbal communication skills in English, with the ability to read, comprehend, interpret, and explain instructions, regulations, letters, memos, emails, and other correspondence from both internal and external sources. The position requires the ability to effectively respond to, communicate with, and present information to customers, clients, internal staff, and other employees. The employee must be able to clearly interpret instructions and information and explain them to others in the performance of job duties, possess strong computer literacy, and be able to operate standard office equipment.


PHYSICAL DEMANDS:

The employee is required to walk, stand, sit, and move about the property for extended periods of time. The position involves physical activities requiring considerable use of the arms, legs, and full body, including climbing, lifting, balancing, walking, stooping, squatting, carrying, pushing, pulling, and handling materials. The employee must be able to work indoors and outdoors in inclement weather conditions. The role requires the ability to handle equipment and supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance. Sufficient visual acuity is required to review written documentation, along with the ability to hear and understand speech at normal room levels and on the telephone. The employee works primarily in an office environment but must be able to perform physical tasks as required. Use of personal protective equipment (PPE) is mandatory during all periods of exposure to hazardous conditions. The position also requires cognitive abilities including problem-solving, decision-making, data interpretation, organization, and reading and writing.


WORK ENVIRONMENT/HOURS:

This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. May be exposed to inclement/extreme weather conditions. The noise level in the work environment may vary from moderate to high, depending on location. Must be able to work in fast paced, multi-task environment. If applicable work 10(+) hours per day Will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required.


EXPECTATIONS:

  • Transportation & Access: You must have reliable transportation to and from work and be able to access military installations.
  • Background & Drug Screening: Employment requires passing a background check and pre-employment drug screening. Random drug and alcohol testing may also occur without prior notice.
  • Timesheets: Record your actual work hours daily and ensure your entries are accurate and timely to support smooth operations.
  • Dress & Punctuality: Arrive on time and dress appropriately for your shift.

BACKGROUND INVESTIGATIONS:

All employees are required to undergo an initial background investigation as a condition of employment. Additionally, employees may be subject to subsequent background investigations if circumstances warrant, such as the emergence of a need, an issue, or probable cause.


Employees assigned to work on federal installations or projects must also comply with government-mandated background investigations, which are conducted independently of the company's investigations. Employment and continued assignment to federal installations are contingent upon successfully meeting and maintaining these requirements.
