Payroll / Accounts Payable Specialist

Immediate Opening for Full-Time Experienced Payroll/Account Payable Specialist Position

Job Summary

We are looking for an experienced Payroll/Accounts Payable Specialist with at least 3-5 years’ experience and/or an accounting degree.

The candidate manages the company’s weekly and bi-weekly payrolls, including prevailing wage payroll, and primarily responsible for maintaining accurate payroll records, monitoring prevailing wage projects, ensuring timely certified payroll and compliance reporting to all agencies, and communicating with owners, project managers, clients and agencies to resolve any discrepancies.

The candidate oversees full-cycle accounts payable, bank reconciliations, and record keeping.

We are a Family owned consulting business in rural Valley Center/Escondido area.

Responsibilities

  • Accounts Payable: Manage the full cycle.
  • Accounting & Record Keeping: Handle bank reconciliations and maintain accurate financial records.
  • Payroll Processing: Prepare and process weekly and bi-weekly payrolls, including Prevailing Wage and Certified Payroll.
  • Compliance Reporting: Generate weekly Certified Payroll Reports and submit them via client and DIR compliance portals.
  • Labor Compliance: Analyze certified payroll, prevailing wage, and apprenticeship documents to ensure adherence to governing laws and labor programs.
  • Compensation Support: Assist with annual merits, increases, and special or retroactive calculations.
  • Data Management: Compile payroll data, including garnishments, vacation time, insurance deductions, 401(k) contributions, and other required withholdings.
  • HR Collaboration: Partner with HR to maintain accurate employee data and manage benefits and retirement program.
  • Leave & Insurance Tracking: Organize hours for unemployment, FMLA, and Workers' Compensation.
  • General Support: Assist with other accounting, administrative duties, and special projects as required.

Qualifications

  • Accounting degree preferred (Bachelor’s).
  • General ledger bookkeeping
  • Broad knowledge and experience with Quick Books Software. Microsoft Excel, MS Word and Outlook proficient
  • Excellent organizational skills. Strong Analytical and multitasking abilities
  • Knowledge and understanding of certified payroll and payroll reporting
  • Ability to work with various web-based portals
  • High level of integrity and confidentiality
  • Open and trustworthy relationship with staff
  • Federal and state laws, regulations, and guidelines pertinent to labor compliance and apprenticeship program requirements in public works
  • Public works contract principles, processes, systems, and techniques
  • Accounting and Payroll Systems, including QuickBooks Online and Enterprise, PayChex, LCP Tracker, PRISM, DIR Upload

Ability to

  • Conduct thorough investigations, identify, and evaluate problems, analyze facts, and present recommendations in written and oral forms
  • Interpret and apply complex rules, regulations, laws, and ordinances; exercise sound independent judgment within general policy guidelines
  • Exercise initiative and courtesy to impart and receive accurate information and maintain confidentiality

Hybrid location(expect 3 days in the office)

Job Type: Full-time

Pay: $30.00 - $35.00 per hour
