Payroll Business Analyst

The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.

OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).

We are in search of a Payroll Business Analyst. The incumbent is responsible for documenting and managing business requirements, analyzing and documenting business change requests and developing test plans for use in the PeopleSoft Human Capital Management System.

Additional duties include, but are not limited to:

Payroll Systems and Analysis

  • Providing detailed-oriented analysis, solutions and recommendations for both business and technical users.
  • Analyzing and documenting business requirements for use in the District's time reporting and payroll processes through the use of qualitative and quantitative methods.
  • Performing rigorous testing throughout the PeopleSoft system for all changes (new functionality, enhancements, system fixes, and system upgrades) to ensure data integrity and verify that business requirements are met.
  • Resolving complex time reporting and payroll system functional problems.
  • Detecting and investigating operational inefficiencies in the time and labor and payroll processes.
  • Providing tier 2 production support to human resources specialists, payroll managers, and other payroll end users throughout the District on existing functionality within PeopleSoft;
  • Investigating and troubleshooting system issues.

Administrative Duties

Performs other related duties as assigned.

Minimum Qualifications: Two (2) years of progressive experience performing the related duties such as: reviewing, modifying and recommending business requirements changes for human resources and payroll systems, writing reports via query or sequel to create and analyze data sets, and providing system support to end users.
