ABOUT THIS POSITION


The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.

Account Clerk III's perform highly skilled paraprofessional accounting work using computerized systems in a specialized area or in a variety of complex City functions. Account Clerk III's may be assigned special research projects, assist with department budget preparation and monitoring, process confidential human resources and payroll transactions, audit payroll and leave requests, complete computer data entry, answer questions from employees and supervisors regarding human resources/payroll/leave, and explain policies and procedures utilizing policies, rules, and regulations.

Duties may include (but are not limited too):

  • Creating, reviewing, and/or auditing daily or monthly reports, cash receipts, cash handling, deposits, journal entries, financial records, employee leave, and payroll reports.
  • Review, reasonably apply appropriately interpret MOUs, MOAs, Personnel Rules, and ARs on a fair and consistent basis.
  • Audit and timely processing of leave and FMLA transactions.
  • Onboarding and downstream processing for temporary agency employees.
  • Meeting strict deadlines.
  • Detecting errors, discrepancies and taking steps to correct.
  • Pre-auditing claims against City funds.
  • Preparing purchase requisitions; processing claims for payment and goods receipts.
  • Creating, reviewing, and/or auditing claims, vouchers, and/or payroll records. Reconciling general ledger accounts; accounts payable and accounts receivable.
  • Direct customer service.

IDEAL CANDIDATE

  • Intermediate level Excel skills.
  • Strong organizational and communication skills.
  • Knowledge of eChris payroll reporting.
  • Strong Microsoft Suite skills.

SALARY


Pay Range: $21.02 to $31.06 per hour.

Hiring Range: $21.02 to $28.17 per hour.

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 338. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Three years of bookkeeping and clerical accounting experience,
  • including experience in preparing financial reports, supplemented by courses in bookkeeping and accounting.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate's suitability for the job.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience in payroll and leave reporting.
  • Experience in auditing reports and/or payroll.
  • Experience with ERP and Procurement Systems: SRM/SAP and ECC
  • Experience working in a customer service environment.
  • Associates degree
